Request for proposals for Feasibility Study for Fruit Industrial Park (FIP) and its Cold Chain Facility Service Objectives of the Assignment The primary objectives of this assignment are to: Assess the technical, financial, and operational feasibility of establishing the proposed fruit Industrial Park (FIP) and its Cold Chain Facility. Develop bankable business plan(s) for fruit industrial park and cold chain service to attract national and international investors. Provide clear recommendations and an actionable implementation roadmap to guide investment, development, and operational phases. ` 3. Scope of Work The consulting firm or consortium is expected to assess the technical, commercial, financial, environmental, social, legal, and regulatory feasibility of establishing a Fruit Industrial Park (FIP) and a business plan for its Cold Chain Facility Service in Kampong Speu province. As part of the feasibility study for the FIP and its cold chain services, each element is expected to cover, but not be limited to, the following details: 3.1. Fruit Industrial Park Feasibility with Integrated Cold Chain Facility a) Market Analysis and Demand Assessment Assess domestic and export market demand for fresh and processed fruit products including mango, coconut, durian, banana, and other commercial fruits (crops) and identify high-potential product lines. Assess the regional supply of fruits, focusing on volume, seasonality, and quality. Identify potential tenants (e.g., processors/manufacturers, exporters and other associated businesses), along with their infrastructure and service needs. Project demand for FIP plots and shared services (e.g., cold storage, labs) over the next decade. Integrated assessment on cold chain facility service as below: o Assess current and projected demand for cold chain facility services (cold storage, pre-cooling, refrigerated transport) from key user groupsfarmers, aggregators, processors, exporters, and retailers. o Analyze seasonal variations in demand based on crop cycles and export timelines. o Identify preferred service models (e.g., pay-per-use, long-term lease) and price sensitivity. o Map geographically demands hotspots and key supply chain routes. o Estimate market size and growth potential over the next 10 years. b) Technical Feasibility and Master Planning Assess site suitability (location, access, utilities, zoning, topography, etc.). Develop a master plan, including zoning, traffic flow, and infrastructure layout. Conduct preliminary engineering for FIP facilities with cost estimates and identify suitable technologies for its cold chain facility service Integrated preliminary engineering for the cold chain service facility is a key part of the FIPs master plan. c) Financial Feasibility and Investment Analysis Estimate both one-time capital expenses (CAPEX) for land, infrastructure, and machinery, and recurring operational expenses (OPEX) for labor and administration. Forecast revenues from two main sources: FIP plot rentals/sales and fees for cold chain services. Develop a complete financial model, including an Income Statement, Cash Flow Statement, and Balance Sheet. Calculate essential financial metrics to assess the projects profitability, including Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period, Debt Service Coverage Ratio (DSCR), and Break-Even Point. A sensitivity analysis will be conducted to test how changes in key variables affect these metrics. Outline a clear funding strategy and identify potential investors.
