Tenders are invited for Study on the E-Invoicing Implementation Requirements for the Central Route Charges Office (CRCO). Tender closing date: 06 October 2025 at 15:00 CEST Technical subject matter: One of the tasks of EUROCONTROL is the billing, collection and redistribution of air navigation charges via the CRCO, located at EUROCONTROLs headquarters in Brussels. Airspace users (i.e. airlines and other aircraft operators) which fly in the controlled airspace of EUROCONTROLs member States pay for the air traffic services they use. The CRCO charges airspace users for these services on behalf of the EUROCONTROL member States in accordance with the Multilateral Agreement relating to Route Charges. The CRCO calculates the route charges due to the member States for the services provided, issues bills to the airspace users and distributes the route charges collected to the States concerned. Each airspace user is charged a single amount per flight and receives a single monthly EUROCONTROL bill in EURO, no matter how many States have provided the air navigation services (one-to-many relationship). General: EUROCONTROL, the European Organisation for the Safety of Air Navigation, has 42 Member States and is a civil-military intergovernmental organisation committed to building, together with its partners, a Single European Sky, i.e. arrangements allowing the air navigation management system in Europe to achieve the level of performance required for the coming decades.
