Tenders are invited for Consultancy Service for National Assessment of the Right to Adequate Food in the Ethiopian Context and Anchoring the PSNP Bid closing date: Within 10 working days of this announcement Bid opening date: No specific opening date and time Region: Addis Ababa Overall Objective To conduct a comprehensive national assessment of the Ethiopian PSNP through a fight-to-food lens and generate key findings to inform evidence-based advocacy and policy engagement. Specific Objectives: Assess the extent to which PSNP integrates the right to adequate food across its policies, guidelines, and implementation Evaluate the effectiveness and limitations of PSNP in ensuring access to safe, adequate, and quality food for vulnerable groups Analyze targeting mechanisms, adequacy of transfers, timeliness, accountability mechanisms, and overall responsiveness of PSNP. identify gaps, barriers, and challenges in realizing citizens right to food through PSNP. Recommend advocacy priorities and actionable areas for policy improvement and strategic engagement. Provide a framework for evidence presentation to policymakers, development partners, and civil society actors. Consultant Profile and Qualifications Advanced degree in Human Rights. Social Policy. Development Studies, or related fields. At least 10 years experience in social protection, food security, or rights-based development programming, with proven experience in Ethiopia or similar contexts Proven experience with PSNP or similar large-scale safety net programmes. Demonstrated expertise in policy analysis, qualitative and quantitative research, and rights-based approaches. Strong understanding of Ethiopian policy and legal frameworks on food security and social protection Experience in policy advocacy is desirable Experience conducting participatory and evidence-based assessments. Experience engaging with government, civil society, and community stakeholders Excellent analytical, facilitation, and report-writing skills.
