Expression of Interest are invited for Assessment of Fiber Optics National Infrastructure in the Republic of Yemen This Technical Advisory Services study (the TAS) is aimed at assessing the current state of Yemens fiber optic network, both dark fiber and active equipment, at the international, backbone, and metro levels, to determine the extent to which it can (i) support international traffic routing to various demand regions from existing or planned landing stations in IRG-controlled areas, (ii) provide sufficient and resilient bandwidth for national and metro-level traffic backhauling within IRG-controlled regions. One of the main objectives of this TAS is also having a full technical and cost assessment of the rehabilitation, expansion, and/or needed upgrades required to existing fiber optic network to bring it up to the international and national connectivity standards requirements. The regulatory reforms needed to facilitate the full and efficient utilization of the exiting and newly built/upgraded fiber optic networks shall be part of the TAS. Ultimately, this TAS is intended to help design a full solution needed to enhance, develop, and uplift the wholesale telecom market in Yemen. In summary, this technical assistance is aiming at: 1- Delivering detailed information on the existing Yemens fiber optics network and assessing the rehabilitation or upgrade needs for the entire network and their costs both at the level of dark fiber and active equipment-- to ensure it meets current and future traffic demands and connects service providers nationally and to submarine systems landing stations; 2- Delivering detailed, pragmatic and realistic recommendations on the legal, and regulatory reforms needed to support developing a competitive wholesale market in IRG-controlled areas that would ensure non-discriminatory access to national infrastructure and landing stations for all licensed fixed and mobile operators. Such regulatory reforms should take a scenario-based approach with respect to the development of the political situation in the country.
