Expression of Interest are invited for Impact Evaluation - Womens Health Insurance under the Basic Health Care Provision Fund The World Bank Africa Gender Innovation Lab (GIL) is seeking a survey firm to collect endline data for an impact evaluation of a health insurance program for women in Nigeria for Women Project (NFWP) affiliated Women Affinity Groups (WAGs) in the Bali Local Government Area (LGA) of Taraba State, Nigeria. The evaluation will estimate the effects of no-cost health insurance on care-seeking, out-of-pocket spending, and womens economic outcomes; assess longer-term insurance demand among beneficiaries and their uninsured networks; and document supply-side readiness at PHC facilities. Findings will inform future scale-up of health insurance for low-income women and diagnose constraints to effective uptake and use. The World Bank Africa Gender Innovation Lab (GIL) is seeking a survey firm to collect endline data for an impact evaluation of a health insurance program for women in Nigeria for Women Project (NFWP) affiliated Women Affinity Groups (WAGs) in the Bali Local Government Area (LGA) of Taraba State, Nigeria. The evaluation will estimate the effects of no-cost health insurance on care-seeking, out-of-pocket spending, and womens economic outcomes; assess longer-term insurance demand among beneficiaries and their uninsured networks; and document supply-side readiness at PHC facilities. Findings will inform future scale-up of health insurance for low-income women and diagnose constraints to effective uptake and use. The impact evaluation endline surveys will comprise three rounds of data collections with eligible WAG members and PHC facilities in Bali LGA. GIL is seeking interested firms/consortia (Firm) to implement all aspects of these surveys. The selected Firm will report directly to GILs research team and will work closely with the NFWP implementation team, the Taraba State Contributory Health Insurance Agency (TSCHIA), and relevant state and local health authorities. The womens survey will consist of tracking and interviewing a list of 4,000 eligible NFWP WAG members during the first two rounds and 6,000 women during the last round in Bali LGA (to be provided by the GIL research team). The Firm will locate and visit sampled women, update location and contact details, record insurance enrollment status and study assignment, obtain informed consent, and administer the interview. The Firm is expected to implement robust tracking to minimize non-response and to coordinate fieldwork with TSCHIA. The facility survey will consist of scheduling and conducting interviews at about 15 PHC facilities in Bali LGA (the sampling list will be provided by the GIL research team). The Firm will obtain necessary permissions, visit facilities, and administer the facility questionnaire to appropriate respondents (e.g., officer-in-charge and relevant staff). Modules will cover, inter alia, service availability and readiness, staffing, infrastructure, equipment and supplies, fee structure/insurance acceptance, and selected quality-of-care indicators, as specified by the research team. Data will be collected on tablets using ODK-compliant survey software (e.g., SurveyCTO) during face-to-face interviews with women respondents and facility staff. The questionnaires - each with an average duration of approximately 60 minutes for the womens interview and 30 minutes for the facility assessment - will be designed by GILs research team.
