Request for proposals for Creative Agency to Produce the H5N1 Educational Videos Scope of Work The selected creative agency will be responsible for the full-cycle production of four educational videos focused on H5N1 prevention and response. These videos will serve as key tools in the Ministry of Healths risk communication and community engagement strategy, aiming to raise public awareness and promote safe practices in both rural and urban communities. The content must be engaging, culturally appropriate, and technically accurate, with a strong emphasis on behavior change to reduce household and community risk for H5N1 infection and spread. The agency will work closely with EpiC, C-CDC, and NCHP to ensure alignment with national messaging and technical guidelines. The videos must be designed for multi-platform dissemination, including social media (Facebook, YouTube, Telegram), outreach sessions, and community events. Specific Requirements for Video Production Content Adaptation: Update and modernize the four existing MoH H5N1 prevention videos, incorporating current epidemiological data, MoH messaging, and behavioral insights that shared from C-CDC to specific audience groups targeted in each video. The intended audience includes both rural and urban populations across all age groups, as well as poultry farmers and consumers. Request for Proposal July 2024 2 Format & Duration: Each video should be 12 minutes long (similar with previous videos), suitable for social media and mobile viewing. Videos must be designed for viewing in low-bandwidth rural settings, with clear audio that can be understood even when viewed on small mobile phone screens. Language: All videos must be produced in Khmer for audiences with low literacy levels (e.g., focus on visual storytelling, using colloquial Khmer) Style: Use an edutainment approachcombining education with entertainmentto ensure high engagement and retention. Accessibility: Include clear visuals, voiceovers, and subtitles to ensure accessibility for diverse audiences, including those with low literacy. Branding: Incorporate MoH, C-CDC, US DoS branding, and ensure consistency with existing public health communication materials. Call to Action: Each video must include a clear call to action and referral information to the national hotline (115). Pre-Production: Develop scripts with the adaptation from existing videos modified to current context, storyboards, and production plans for review and approval by MoH/CCDC/NCHP. Post-Production: Deliver final videos in high-resolution formats optimized for both online and offline use. Export with subtitles and without subtitles. Quality Assurance To ensure the highest standards of production and alignment with MoH health messages, the agency must implement the following quality assurance steps: Content Review: All scripts and storyboards must be reviewed and approved by MoH, CCDC, and NCHP prior to filming. Technical Checks: Final videos must undergo technical quality checks for audio clarity, video resolution, subtitle accuracy, and platform compatibility. Audience Testing: At least one draft version of each video should be tested with a small sample of target audience members to gather feedback on clarity, engagement, and comprehension. Compliance Verification: Ensure all content complies with MoH guidelines, ethical standards, and cultural sensitivities. Final Approval: No video will be published or disseminated without formal sign-off from MoH/C-CDC/NCHP.
