Tenders are invited for Final Evaluation of the Together for Peace Program in Colombia. Closing Date: 12 Oct 2025 Type: Consultancy Themes: Peacekeeping and Peacebuilding/Protection and Human Rights PROJECT BRIEFING NOTE Presentation of the project: Colombia has embarked on a long process of peacebuilding, following the signing of the Peace Agreement between the FARC guerrillas and the Colombian state in 2016, and more recently with the Petro governments total peace project. Building on a pilot phase (2017-2020) and phase 1 (2020-2023), this new phase of the Together for Peace project, implemented by a consortium of 8 French NGOs and 12 Colombian NGOs, aims to continue supporting dialogues between civil society and public authorities and local peace initiatives in 3 rural areas of Colombia, in the departments of Chocó and Cauca. This phase of the project aims to: (R1.1) consolidate 3 territorial agendas for peacebuilding, based on a preliminary study to prioritize the action of the consortium, (R1.2) strengthen the capacities of CBOs, through the establishment of a peace initiatives fund, a school of territorial management, a protection fund and the organization of inter-territorial exchanges, (R2.1) strengthen the consortiums multi-stakeholder and multi-level advocacy strategy, in order to make territorial peace initiatives visible, and (R2.2) strengthen the consortiums alliances and its collective work dynamic. Project duration: 3 years Start date: March 1, 2023 Main partners of the project: Partners in France: France Colombia Solidarity Network (RFCS): Action by Christians for the Abolition of Torture (ACAT), Agir Ensemble pour les Droits Humains (AEDH), CCFD-Terre Solidaire, Ecole de la Paix, France Latin America, Travailler Ensemble Jeunes et Engagés (TEJE), Peace Brigades International-France, Secours Catholique-Caritas France Partners in Colombia: CINEP, CCDE, CIJP, Friends of UNESCO, CIASE, Vamos Mujer, Enfances 2/32, ILSA, SNPS Caritas Colombia, Taller abierto, Minga Total cost of the project: 1,477,779 Place of intervention: COLOMBIA Bajo Atrato Region in the department of Chocó, municipalities of Riosucio, Carmen del Darien, Belen de Barijá, and Unguia, North Cauca and Southern Valle del Cauca Region, municipalities of Santander de Quilichao, Caloto, Toribío, Corinto, Jambaló, Villa Rica, Puerto Tejada, Caldono, Florida Pacific Coastal Region of Cauca, municipalities of Guapi, Timbiqui, Lopez de Miquay, Iscuandé OVERALL OBJECTIVE: To contribute to the construction of territorial peace in Colombia, with a view to multi-stakeholder and multi-level dialogues Indicator 1. By the end of the project, civil society organizations will have influenced the definition and development of peace-related plans and policies at the territorial and national levels. Indicator 2. International cooperation bodies (UN, French and European authorities) are strengthening their support measures for peacebuilding, particularly in the areas of protecting leaders, supporting the SIVJRNR, and building peace agreements with armed actors, taking into account gender, youth and ethnic approaches in a transversal manner. SPECIFIC OBJECTIVE 1. The Community Base Organizations (CBOs), strengthened in their organizational and advocacy capacities, participate in the construction of territorial peace agendas, in consultation with local and/or national authorities Indicator 1. The indigenous, Afro-descendant and peasant communities of Cauca and Chocó participated and positioned their common advocacy messages, through their representative organizations, in the spaces of dialogue with the authorities for peacebuilding (spaces of the SIJVRN, the Peace Agreement, spaces created by the policy of total peace...). Result 1.1. Programme members and CBOs in each territory consolidate a territorial peacebuilding agenda Activities: Realization of a regional thematic study, Construction of a common agenda for the construction of territorial peace, Local and national multi-stakeholder dialogues, Advocacy with legislative and executive bodies in connection with the peace agenda in the territories, Monitoring and documentation of the agenda in the territory. Indicators for monitoring activities: 3 regional reports will be available, 9 consultation spaces will be organized, at least 18 multi-stakeholder dialogues will have been convened, organization of concerted public action with a government or legislative body, 36 follow-up meetings. Result indicators: i. at the end of the project, a territorial peace agenda was collectively built and validated by 80% of the allied CBOs and other key social actors in each territory; ii. At the end of the project, 90% of the consortium organisations and allied CBOs in each territory consider that the creation of the territorial agenda has strengthened the links of cooperation between CSOs and promoted the definition of common advocacy messages. Result 1.2. The CBOs strengthen their processes of territorial resistance and political influence at the local, departmental, national and international levels Activities: Organization of a school of territorial peace, peace initiative fund, implementation of a comprehensive protection fund, exchange of experiences between the 3 territories. Indicators for monitoring activities: at the end of the project, 27 training workshops per year will have been organized, at least 6 peace initiatives have been supported, 10 social leaders, at least 60% of whom are women, will have received support from the emergency fund, 3 collective protection workshops organized, 2 exchanges between the three territories. Result indicator: At the end of the project, at least 90% of the CBOs consider that their participation in the various activities has enabled them to strengthen their advocacy and dialogue capacities with the authorities. SPECIFIC OBJECTIVE 2: 2. The strategic alliance of the programme organisations is strengthened for political advocacy in regional, national and international spaces Indicator 2. Regional and national advocacy messages and the consortiums recommendations in terms of peacebuilding have been integrated into the international agenda. Result 2.1. The programme and its allies position their advocacy messages for the consolidation of territorial peace and the full implementation of the peace agreement with local and national authorities and the international community. Activities: Updating of the common advocacy strategy, Preparation and publication of information notes and communication materials, Establishment of an alliance with the Raya Review, Organization of exchange and advocacy meetings with regional, national and international authorities, Tours of local and national representatives of the members and OCBs allied to the program in France and Brussels, Tour in New York to the UN Security Council, Organization of public advocacy and awareness-raising events. Monitoring indicators: 1 updated joint advocacy strategy, publication of at least 18 communication materials, 3 reports published in connection with the magazine Raya, at least 48 advocacy meetings organized, 3 tours of Colombian human rights defenders will have been organized, 4 public events (2 in France and 2 in Colombia) will have been organized Result indicators: By the end of the project, at least 20 external media products (articles, radio programs, web content, etc.) will have made the positive role of the consortium in peacebuilding in Colombia visible, and the number of followers on the programs social networks will have increased by 80% Result 2.2. The program expands its network of allies and shares lessons learned and good practices in terms of territorial peacebuilding agenda consultation and multi-level advocacy. Activities: Organization of meetings for the establishment of new alliances***,*** Capitalization process, Participation in the European Union roadmap and other spaces dedicated to the sharing of experiences between CSOs. Indicators for monitoring activities: at least 10 CSOs and/or universities will have participated as speakers or provided expertise at programme events, and the consortium will integrate at least 2 new members, strengthening the capitalisation kit, sharing of good practices of the programme in at least 3 meetings organised by the EU Roadmap or other CSO networks in Colombia. Result indicators: By the end of the project, the consortium will have maintained a regular dialogue and shared its best practices with more than 10 CSOs, platforms and/or universities. Result 2.3. The program strengthens its work dynamics and its collective articulation. Activities: Revision and appropriation of the manual of procedures and internal communication, Organization of internal seminars-workshops, Organization of the General Assemblies of the consortium, Construction of a common co-financing strategy. Indicators for monitoring activities: 1 revised manual of procedures and internal communication, 9 internal seminars organised, 1 General Assembly organised each year, 1 common co-financing strategy developed, at least 2 co-financing requests approved. Result indicators: 80% of the member organisations convened to governance bodies and internal seminars participate, with contributions and proposals. Target groups: Direct beneficiaries: At least 550 representatives· e· s, of which at least 60% are women, and 30% are youth, from civil society organizations participating in capacity-building activities from: (i) the 20 member organizations of the consortium, (ii) the 172 supported grassroots community organizations, represented in different forms, including: 52 civil society organizations, including 18 womens or women-led associations and 11 youth associations; 33 Indigenous Councils; 81 Afro-descendant community councils; 6 humanitarian zones.
