    The Purpose And Content Of The Procurement: The Scheme Of Veterinary Guards Has Been Established In Accordance With Act 15 June 2001 No. 75 On Veterinarians And Other Animal Health Personnel § 3 A, And It Is The Municipalities Who Are Responsible For Organizing A Clinical Veterinary Guard. The Scheme Of Veterinary Guards Shall Ensure That Clinical Guards Are Established For Veterinarians So That The Necessary Veterinary Help Can Be Obtained In And Outside Of Ordinary Working Hours. The Veterinary Guard Is A Necessary Part Of The Emergency Preparedness For Serious Infectious Animal Diseases And Important To Maintain Good Animal Welfare. Scope And Geographical Area: This Procurement Applies To The Delivery Of Veterinary Guard Services In The Areas Old Lindesnes Municipality, Old Mandal Municipality, Old Lyngdal Municipality And Farsund Municipality - Lindesnes Watch District. Thus, Only Parts Of Lindesnes Municipality And Lyngdal Municipality Are Covered By The Procurement. The Other Parts Of These Municipalities Belong To The Guard District Further Inland. The Client For This Procurement Is Both Lyngdal, Lindesnes And Farsund Municipality Where Lyngdal Municipality Serves As Operating Officer For The Scheme. A More Detailed Description Of The Scope Is Given In The Competitive Basis And In The Clients Requirement Specification. Regulations And Procurement Procedure: The Procurement Is Done In Accordance With The Current Act 17 June 2016 No. 73 On Public Procurement (Loa) And Regulation 12 August 2016 No. 974 On Public Procurement (Foa) Part I And Iv. The Procurement Is Carried Out As An Open Tender Competition, Cf. § 13-1 (1). This Procedure Allows All Interested Providers To Deliver Offers. There Is No Opportunity To Negotiate. Consequently, It Is Not Possible To Change The Offer After The Expiry Of The Tender.
