Quotation are invited for Supply and Delivery of Minibus Combi Fitted with Automatic Number Plate Recognition System for Roadblock. The installation and commissioning of Automatic Number Plate Recognition and computer equipment into a minibus combi The Automatic Number Plate Recognition (ANPR) layout in the Minibus combi should be designed in accordance with the tender requirements to provide a fully functional office setup with state-of-the-art technology on the roadside. The Automatic Number Plate Recognition (ANPR) system must scan, read and process car registration plates from moving vehicles passing the Minibus combi and instantly report and alert the operators to stop offenders with outstanding notices or Warrant of Arrest. The system must be able to read at least two number plates per second The system must allow for on-the-spot upload and update of other offender details such as stolen vehicles or cloned plates. The system must provide end-of-day reports to record roadblock performances The successful bidder must comply with all the specifications listed below: Office Setup and Electrical Supply 1 The Minibus combi must be fully waterproof, have at least two doors with working surfaces and must be at least 1,8m high. 2 The Minibus combi must have a back door with a special area to load traffic cones, road signs and the generator without affecting any of the computer equipment. 3 The Minibus combi must have storage compartments for documentation, consumables and other law enforcement equipment. 4 The Minibus combi must be white in colour and branded as Makhado Local Municipality roadblock vehicle. Computer Equipment 5 A full office setup must be created in the Minibus combi with 3 x computer, 4 x screens, 1x Fitted PA-System and 3x Slip printers. 3x Computers must be installed with Windows 11- Professional fully activated with Microsoft. 2 Supply three computers for the following functionality Automatic Number Plate Recognition (ANPR) Queries Cashier point Summons printing Fit four large screens for easy viewing - 27 inch screens Fit and supply a high-quality PA system to be used by the ANPR operator to announce number plate details for enforcement Fit three 80mm slip printer to print outstanding notice detail in a Receipt printing form 6 The equipment must be fitted and installed in such a way that it can handle all road surfaces without damaging the electronic hardware. 7 A full electrical loom must be fitted with a caravan type connection point to supply 12V and 220V power to all the electronic equipment. 8 The screens must face inwards and be mounted in such a way that all three of the operators can work in a comfortable working environment. 9 Fit at least one lockable storage container in the Minibus combi to store valuable items 10 Install 2x 12v lights with a centralized ON/OFF switch functionality 11 Install at least 12 X 220V electrical points in the Minibus combi in an orderly format to supply electricity to the computers 12 Supply and fit an inline UPS to protect the computer equipment from electrical failures 13 Fit electricity adaptors with lights to signal the status of the supply point. 14 The electrical fitment must be out of sight and in specialized electrical channeling with individual ON/OFF switches per supply station 15 Fit an electrical switchboard with at least two trip switches that controls the two sections of the office area. 12V and 220V 16 Fit a voltage indicator that reflects the supply voltage in digital format 17 Provision must be made for additional camera cables to be fitted out of sight 18 Basic operational instructions must be on display in the Minibus combi 19 The blue light on the Minibus combi must have a separate ON/OFF switch 20 Supply and fit two whiteboards for data and quick message recording with at least six filtered whiteboard markers 21 Supply and fit a dustbin attachment to prevent the compartment dustbin from falling over 22 Fit a covered external supply point to connect 220V to the bus from either a constant source or 3 portable generator 23 Mounting points for the Generator and all the roadblock equipment must be easily accessible and securely fitted for driving conditions Support and Safety Equipment 24 Supply twenty traffic cones to be placed in the equipment compartment via the back doors. Supply six miniature cones to direct the public to the query and pay point area of the Minibus combi 25 Fit cone support poles to prevent the traffic cones from falling around while driving 26 Supply and fit a portable 3KVA generator 27 Install support brackets for the generator to prevent the generator from moving around during transit 28 Supply and fit at least three reflective triangular traffic roadblock signs 29 Fit brackets to keep the traffic signs in place during transit 30 Supply one wheel clamp with mounting bracket 31 Supply and fit two fire extinguishers in easy reachable positions 32 Supply and fit one first aid box with standard Regulation-7 consumables 33 Supply and fit two sanitizing hand stations 34 Supply and fit at least four LED traffic flashlights/torches 35 Supply electrical extension reel - 20m 36 Supply and fit 5-Lit Gerry can with safety container 37 Supply and fit a portable speed hump with carry bag 38 Supply and fit a safety strap for the Generator 39 Fit warning flashing blue lights on front and back of the Minibus combi 40 Light Smash and grab (Tint) not more than 75% 41 Supply and deliver registration and licensing for the Minibus combi 42 Supply at least X10 Boxes (50 units) of receipt paper for the printers 43 Supply and fit LED roof lights with a central switch Camera Equipment 44 Supply and fit ANPR camera that can record number plate data over two oncoming lanes and fit it on the back section of the Minibus combi. The camera must provide a clear colour image and mustread plates at speeds of 100kph and higher. 45 The ANPR camera type must be able to operate during the day and during low light, night conditions with onboard OCR capability 46 The ANPR camera must be able to read and reflect SA number plates and all neighboring country number plates at a rate of two number plates per second 47 The camera must be a network type camera and mounted on the inside of the Minibus combi and 4 at a height that officers can move freely below the field of view 48 The camera must have infrared for night vision 49 Supply and fit a safe for storage of cash payments 50 Supply a lock and a master key for the safe 51 Fit all wiring to supply power and communication to at least five CCTV cameras. Cables must not be visible and must run in trunking. 52 Fit a DVR to record video data for five CCTV Cameras with easy viewing 21 inch screen 53 Offender Tracking Software to be installed int the above 3x mentioned computers with a Perpetual License 54 Provide reporting software Daily and Monthly User Activity and Admin Reports Daily and Monthly Offender Tracking activity reports The system must integrated to the existing Financial Management System and Traffic Contravention Management System as required by national treasury in terms of MsCoA Compliant 55 Provide free 24-hour online support Requirements During Fitment and Warranty 56 Fitment and supply to take place within 60 working days 57 Warranty cover for 12 months must be provided by the service provider. 58 Service provider takes full responsibility during fitment and must test the system with the Offence data before delivery 59 Training for at least 25 officers must be included in the price Tender Link : http://www.makhado.gov.za/index.php?q=tender_rfq
