Expression of Interest for Consultancy Firm for Ukraine MoF Capacity Building. Publication Date: 09/11/2025 12:00 AM EDT EOI Deadline: 09/23/2025 11:59 PM EDT Description: The objective of this consultancy is to support the World Banks advisory activities in developing the Ministry of Finances capacity-building and institutionalized training program, tailored to meet the professional development needs aligned with the EU accession goals, including (i) Skills assessment and benchmarking, (ii) defining core competencies and a curriculum for future training system; (iii) development of comprehensive training plan. The consultancy firm will need to gather information on international best practices for institutionalized training programs within government institutions (preferably ministries of finance), with particular attention to the experience of former EU accession countries. The International Bank for Reconstruction and Development (IBRD) seeks to engage a qualified firm (hereafter the Consultant) with demonstrated international expertise in advising governments and institutions on the design of internal training programs for sustainable in-house capacity building. The Consultant will work with the IBRD team on a capacity-building project for Ukraines Ministry of Finance, focusing on skills assessment and benchmarking, defining core competencies, designing a training curriculum, and developing a comprehensive training plan. Specifically, the Consultant will be expected to: (i) identify and analyze international best practices in institutionalized training programs within government institutions (preferably ministries of finance), with particular attention to the experience of former EU accession countries; (ii) collect data on effective methodologies for identifying staff core competencies to inform curriculum development; (iii) contribute to the design of a comprehensive training plan; and (iv) compile examples of successful government-affiliated educational institutions.
