Expression of Interest for Consultancy Service on Gender Analysis for the Strengthening of the SGBV and MHPSS Services in Ethiopia Project at the Intervention Area (Asayita, Kemise, Subal and Gandhi Hospitals) The objective of the Consultancy The primary objective of this consultancy is to conduct a thorough gender analysis to inform the design and implementation of equitable, accessible, and culturally appropriate SGBV and MHPSS d services. This analysis will identify the gender-specific needs, constraints, and opportunities of the target population by assessing the status of gender equality and examining how social norms, power dynamics, and intersecting identities (sach as disability or displacement) influence access to services and experiences of violence and mental health challenges. The consultancy will also evaluate the gender responsiveness of existing policies and the roles of key community actors, ultimately developing actionable recommendations and a comprehensive gender action plan to ensure that the project effectively promotes gender equality and womens empowerment while engaging men and boys in prevention efforts THE SCOPE OF SERVICES The consultant will conduct a comprehensive gender analysis to inform and strengthen the SGBV and MHPSS services project. The scope of work covers four intervention areas. Kemise, Asayita, Subal, and Gandhi Hospitals, along with their respective catchment area health centers, facilities, and surrounding communities CONSULTANT TASKS AND RESPONSIBILITIES The consultants primary responsibility is to conduct a detailed gender analysis to inform and strengthen the SGBV and MHPSS services project. The consultant will begin by submitting detailed work plan, methodology, and team structure, including an inception report to be agreed up on with stakeholders. The work will involve a comprehensive desk review of secondary data, followed by on-site data collection through key informant interviews and focus group discussions with a locally recruited and trained team. The consultant will conduct baseline studies, analyze existing institutional, regulatory, and socioeconomic arrangements, and assess the projects potential impact. The final output will include a comprehensive gender analysis report, recommendations for adapting the project design, a specific gender action plan, and a Gender Monitoring and Evaluation Plan for the Ministry of Health. The consultant will also present the findings in internal and external sessions and provide knowledge and skill transfer to Ministry of Health staff. Duration of the Assignment:- The overall assignment is expected to be finalized within 3 months after contract signing. DESIRED COMPETENCY OF THE CONSULTANCY FIRM The consultancy firm should have the expertise and practical experience in gender analysis in health sector. Preference will also be given to consultancy firm that have at least 7 years of experience and those may have previous experience with the international financing development cooperation projects. The firm should have proven track record of supporting, advising and collaborating with government institutions/project offices REQUIRED QUALIFICATIONS AND EXPERIENCE OF EXPERTS The selected consultancy firm must possess a multi-disciplinary team with strong expertise in gender analysis, Gender-Based Violence (GBV), and Mental Health and Psychosocial Support (MHPSS), particularly within the health sector. A. Consultancy Firms Core Competencies The firm must have a proven track record demonstrating Extensive experience conducting comprehensive gender analyses, especially in the context of GBV and MHPSS. Practical experience working on gender-related projects with the Ministry of Health and regional health bureaus in Ethiopia A strong history of collaborating with and advising government institutions on gender equality, gender mainstreaming, and SGBV/MHPSS initiatives. Preference will be given to firms with prior experience on projects funded by international development partners. The ability to assemble a team of experts from relevant disciplines to effectively address GBV and MHPSS.
