Expression of Interest for Consultancy Service on Baseline Survey for the Strengthening of the Sgbv and Mhpss Services in Ethiopia Project at the Intervention Area (Asayita, Kemise, Suhul and Gandhi Hospitals) The objective of the Consultancy The primary objective of this consultancy is to conduct a comprehensive baseline assessment for the proposed project on strengthening SGBV and MHPSS services in the intervention areas (Asayita, Kemise, Suhul, and Gandhi Hospitals). The as- sessment will document existing service availability, capacity, infrastructure, and gaps to inform the design and implementation of planned activities, including the construction of four hospital-based SGBV One Stop Centers and MHPSS service blocks by a separate contractor. The consultancy will generate comprehensive baseline data to inform the Strengthen- ing of SGBV and MHPSS Services in Ethiopia project in Asayita, Kemise, Suhul, and Gandhi Hospitals. The specific objectives are to: 1. Assess the Current Service Landscape - Map the availability, quality, and accessibility of SGBV and MHPSS services in the four hospitals and sur- rounding communities; identify service capacities, gaps, and existing referral pathways. 2. Understand Community Needs and Perceptions - Establish baseline prevalence of SGBV; assess mental health and psychosocial needs; and explore community knowledge, attitudes, and practices (KAP) regarding SGBV and MHPSS. 3. Evaluate the Policy and Operational Context - Review relevant policies, protocols, and guidelines, and identify barriers affecting implementation, sustainability, and scalability of SGBV and MHPSS services. 1. The Scope of Services The primary aim of this comprehensive baseline assessment is to establish the existing situation of Gender-Based Violence (GBV) and Mental Health and Psychosocial Support (MHPSS) services, specifically focusing on their service aspect, quality, accessibility, and utilization. The assessment will cover the proposed four hospital-based SGBV One Stop Centers (OSCs) and MHPSS service blocks in the intervention areas of Kemise, Asayita, Suhul, and Gandhi Hospitals, including their respective catchment health centers and surrounding communities. The primary targets for this assessment will be the four designated health facilities, their healthcare service workers, and the communities they serve. Geographically, the assessment will be delimited to the direct catchment areas of these four facilities and five health centers in each hospitals catchment area. 2. Consultant Tasks and Responsibilities The consultants primary responsibility is to conduct a detailed baseline survey to inform and strengthen the SGBV and MHPSS Services Project. Key tasks include: 1. Planning and Inception Develop and submit a detailed work plan, methodology, and team structure. Prepare an inception report for stakeholder review and approval. 2. Desk Review and Data Collection Conduct a comprehensive desk review of relevant secondary data and literature. Carry out on-site data collection in the intervention areas using key informant interviews (KIIs) and focus group discussions (FGDs) with a locally recruited and trained field team. 3. Analysis and Assessment Conduct baseline studies on SGBV and MHPSS services. Analyze existing institutional, regulatory, and socio-economic arrangements, Assess the potential impact of the project within the intervention areas. 4. Reporting and Recommendations Prepare a comprehensive baseline survey report. Provide recommendations for adapting the project design based on findings. Develop a specific action plan and a Gender Monitoring and Evaluation Plan for the Ministry of Health. 5. Dissemination and Capacity Building Present findings in internal and external dissemination sessions. Provide knowledge and skill transfer to Ministry of Health staff to support ongoing monitoring and evaluation.
