Purpose of the service The purpose of the consultancy is to develop the evaluation of the final results of the project Livelihoods, Protection and Peacebuilding, led by the LWF and its partners in Colombia, carrying out the collection, consolidation and analysis of data, in order to systematize the efficiency, effectiveness, participation and lessons learned from it. Description of activities CONSULTING ACTIVITIES Evaluate the results achieved by the project in the implementation of its strategies led by the LWF or its partners in the communities. Including the scalability of interventions and achievements beyond those initially defined. Evaluate whether the project was oriented to achieve its objectives, results/effects and outputs according to the Project document, logical framework and indicators proposed for it. Evaluate the effects and deviations that occurred in the execution of the project. Evaluate how effects and deviations affected the final products. Assess the extent to which adjustments in implementation enabled the achievement of objectives and indicators. Identify the problems or limitations that affected the implementation of the Project and the achievement of the results. Identify the facilitating aspects in the implementation of the Project. Evaluate the relevance, coherence, effectiveness, efficiency, impact, sustainability, application of the safeguards with which the project achieved the desired results. Based on the results of the evaluation, identify good practices and lessons learned from the project and formulate action-oriented recommendations aimed at improving future interventions. Evaluate the projects exit and sustainability strategies and provide recommendations for the execution of the second phase of the project. Promote the incorporation of the gender equality approach in actions, promoting the equal participation of men, women and the LGTBIQ+ population, in their different age cycles. Commit to comply with and promote the Policy on Zero Tolerance against discrimination and violence against women and girls in the development of LWF actions in the territory. Ensure the effective implementation of the LWFs security policy and ensure the implementation of the LWFs Codes of Conduct and other institutional policies within the framework of the project. Comply with LWF procedures, manuals, policies including Codes of Conduct, Safety and Security Policy, Safety Manual, Child Protection and others as determined by LWF. EVALUATION CRITERIA The final evaluation must answer the following guiding questions in the following evaluation criteria. The consultancy may suggest and adjust these criteria based on their expertise in the field to meet the objectives and scope of the assessment. Pertinence: Degree of correspondence between the results and outputs of the Project with national, regional and local priorities and with the needs of the beneficiaries. According to the design of the project, was the intervention logic adequate? Are the results of the project clear, logical and measurable? Is the Project aligned with the LWF strategy? Do the project activities respond to the needs of the direct and indirect beneficiaries? To what extent have the project activities taken into account the perspectives of vulnerable groups, including minorities? To what extent were gender and human rights perspectives integrated into the design and implementation of the project? What results can be identified from these actions? How can gender and human rights perspectives be better included in the design and implementation of future projects? Efficiency: Proportion of compliance with expected results. To what extent have the results been achieved at the level of the outputs listed? To what extent have the products and activities impacted the needs of the beneficiaries? Were the approach and strategies used adequate for the achievement or advancement of the expected results? Have there been unforeseen results and changes in the project? which? What were the most significant results of the Project? Efficiency: Have the resources been used properly? What lessons can be identified regarding efficiency? How well coordinated was the response internally and externally What approaches were employed to reduce administrative and overhead costs during implementation? What could be improved? Was the response implemented according to plan? If not, were timely corrective measures taken when necessary? Was additional support identified or provided to overcome implementation challenges? Sustainability: Are local partners committed to continuing to work on the projects goals once it ends? What has been the degree of participation and ownership of the objectives and results by the beneficiary population in the different phases of the project? Has there been institutional strengthening? Have there been any effects on the overall community organization that could ensure sustainability? Is the costs for the maintenance and monitoring of the actions carried out suitable for the local context, is it possible that it is assumed by the key actors and beneficiaries? Lessons learned: What contextual elements and assumptions have facilitated and/or hindered the achievement of the expected results? Which of the most significant processes should be documented in order to support the lessons learned at the end of the project? Any that may be relevant to the issues of capacity building for risk management or reduction? Methodology: criteria and questions, indicators for measuring results (based on the project results framework); evaluation design (methods for data collection and analysis); Scope and limitations of the evaluation. Evaluation matrix that synthesizes the main aspects to be evaluated, specifying what and how it will be evaluated (criteria, questions, indicators, means, sources, etc.). Draft report of the evaluation, following the following structure: Title, indexes and introductory pages Background and purpose of the evaluation Description of the context and the program evaluated.
