Tenders are invited for Leadership Transition and Organisational Restructuring Consultant Seven Hills for Social Development Closing Date: 25 Sep 2025 Type: Consultancy Introduction DROSOS FOUNDATION is committed to enabling its partners to strengthen their internal capacities in ways that reflect their own ambitions, values, and context. This includes providing support during moments of organisational transition, when reflection and structural evolution are necessary to ensure long-term sustainability and autonomy. In this spirit, DROSOS FOUNDATION seeks to engage a qualified consultant to accompany Seven Hills for Social Development through a critical period of leadership transition and internal restructuring. The consultancy is intended to support Seven Hills as it takes forward a process it has already initiated: shifting from a founder-led structure to a more distributed and resilient leadership and governance model. Background Seven Hills is a community-based organisation founded in 2014 in Amman, Jordan. It works to activate public spaces through skateboarding, creative programmes, and youth-led projects. Its focus is on creating accessible environments for young peopleparticularly those from underserved communitieswhere they can learn, skate, socialise, and take part in public life. In 2026, Seven Hills is planning to begin implementing a new project with the support of DROSOS FOUNDATION: the Seven Hills Skate and Street School. The project combines vocational training in carpentry, design, and printmaking with skateboarding sessions and youth leadership development to strengthen young peoples skills and participation over a period of four years. As part of its preparation for this new project cycle (20262029), the organisation has initiated internal discussions on governance, team structure, and long-term sustainability. Through this process, the team identified the need to strengthen its internal structure by distributing responsibilities more effectively. This includes establishing an active and engaged board of directors (or, alternatively, an advisory board depending on legal requirements) to provide governance oversight, shared accountability, and long-term sustainability. This consultancy is intended to support the team in that effort by providing facilitation and guidance as Seven Hills leads its own process of reflection and transition. Objective and scope of work To accompany Seven Hills in designing and initiating a governance and leadership structure that distributes responsibility, strengthens institutional sustainability, and supports a healthy transition into its next phase. The consultant is expected to guide and facilitate the following work areas: Strategic Framing and Organisational Direction Accompany the organisation in a reflective process to clarify its priorities. Help identify how these priorities should inform governance and leadership needs. Facilitate a strategic framing session with the team to define next steps. Advise on a short-term roadmap to guide the organisation post-transition. Governance Structure Design Co-develop a governance model suited to Seven Hills clarified priorities, context, and scale. Define the formal role of a board (board of directors, advisory board, or another form suited to the context). Support identification of potential board members and facilitate their onboarding Designing a clear structure for the board, including its composition, size, responsibilities, and modes of engagement. Developing a transparent process for board member selection and nomination, including desired profiles, diversity considerations, and term limits. Identify potential legal or administrative adjustments that may be needed (e.g. registration updates, changes to signatory powers), and advise on steps required to pursue them with legal counsel Leadership and Transition Planning Accompany the organisation in clarifying the future leadership model (e.g., director, co-directors, or phased leadership roles). Draft or advise on a job description / ToR for future leadership Facilitate transition planning with the current leadership, including a light handover structure or coaching setup Key Deliverables Final deliverables may include: Inception report outlining the consultants approach, methodology, and timeline. Light report from the strategic framing process. Governance framework (proposed model, board roles, governance principles) with draft charter/bylaws. Board formation plan, including selection process and timeline. Board onboarding pack (short information kit or FAQ). Draft ToR or job descriptions for future leadership role(s). Transition checklist or handover outlines to support leadership succession. Short-term roadmap (612 months) to guide the organisation post-transition. Final report for DROSOS synthesising the process, outcomes, and recommendations for next steps. Timeframe and Duration The consultancy is expected to take place between October 2025 and January 2026, over an estimated 2025 working days, depending on the consultants proposed methodology and rhythm of work. Consultant Qualifications The consultant should bring a combination of practical experience and contextual knowledge that enables them to accompany Seven Hills through this transition process effectively. Minimum qualifications include: Proven experience in organisational development, governance, or leadership transitions Familiarity with non-profit company structures in Jordan Strong facilitation and communication skills Experience supporting founder-led organisations Awareness of leadership fatigue and informal management cultures Fluency in Arabic and English Based in Jordan Proposal Submission Requirements Interested consultant(s) are invited to submit a proposal compiled in one PDF file (A4 format) consisting of: Cover page with the title of the proposal, name of the consultant or company applying, address, contact info and submission date. Statement of interest outlining relevant experience. Technical proposal (35 pages) describing the proposed approach and methodology. Curriculum Vitae (max. one page each) of the consultant(s). Financial proposal daily rate in USD and estimated number of working days. Confirmation of availability between October 2025 until January 2026.
