Bidders may Submit Their Bid Documents , including the Original and Copy of the Technical and Financial Bid Documents , in a Single Envelope , in the Box Designated for this Purpose at the Procurement and Procurement Directorate Office by 4:00 Pm on the 16th . The Bid Box will be Sealed at 4:00 Pm and Opened at 4:30 Pm on the Same Day in the Presence of Bidders / Legal Representatives at the Procurement and Procurement Directorate Office . The Office may Increase or Decrease the Procurement Price by 20 Percent before Signing a Contract with the Winning Bidder . If the 16th Day of the Bid Opening is not a Government Working Day , the Bid will be Opened on the Next Working Day at the Time and Place Mentioned above . The Bureau Reserves the Right to Partially or Completely Cancel the Bid if it Finds a Better Alternative to this Bid .
