Tenders are invited for Consultant for Training Module Development. Closing Date: 16 Sep 2025 Type: Consultancy Themes: Peacekeeping and Peacebuilding/Protection and Human Rights Background Indonesia has made significant progress in countering terrorism. The Global Terrorism Index 2025 ranked Indonesia 30th with a score of 4.17, indicating a decline in the impact of terrorist attacks and an increase in national resilience against violent extremism. In addition, the dissolution declaration of Jamaah Islamiyah (JI) and the loyalty pledge to the Republic of Indonesia (NKRI) by its former members on December 21, 2024, marked a milestone in addressing radical groups in Indonesia. Nevertheless, challenges continue to evolve, particularly regarding the management of Indonesian citizens associated with Foreign Terrorist Fighters (FTFs), including women and children. Moreover, the national deradicalization program still faces implementation gaps. According to BNPT data, of the 1,591 individuals targeted to participate in the deradicalization program, only 658 were actively engaged. This gap highlights the need for more adaptive and contextual approaches to effectively reach target groups. In response to these dynamics, the Division for Applied Social Psychology Research (DASPR) and Society against Radicalism and Violent Extremism (SeRVE Indonesia), under the consortium of Nurani Perdamaian Indonesia, are committed to strengthening and enhancing the capacity of frontline workers through the Strengthen RehabilitationReintegration Program & Improve Social Cohesion Against Violent Extremism (STRIVE) program. One of the STRIVE programs components is the development of an SOP for inter-agency cooperation in R&R. To carry out this initiative, the consortium invites experts in Preventing and Countering Violent Extremism (PCVE) to serve as consultants for drafting Training Module in R&R for Individuals Associated with Violent Extremism. B. Objective To develop training materials in the form of two training modules to enhance the capacity of frontline staff engaged in R&R for individuals associated with violent extremism: Module 1: R&R for adults, covering principles, procedures, and accompaniment techniques aligned with national policy and good practices. Module 2: R&R for women and children, emphasizing gender perspective, child protection, and human-rightsbased approaches. C. Scope of Work The consultant will be responsible for: Conducting a desk review of literature, national policies, and relevant good practices for both modules. Conducting interviews with relevant stakeholders. Developing two training modules that are: grounded in national policy and law, responsive to recent developments, evidence-based and informed by good practices, gender-responsive, child-protection-sensitive, and justice-oriented. Discussing and revising the SOP draft based on STRIVE team feedback. Specifically, the consultant will: Preparation and Data Collection Hold initial consultations with the STRIVE team to understand objectives and target audiences. Coordinate with the Program and MEL teams to obtain data, field findings, and recommendations as evidence for Modules development. Conduct stakeholder interviews to ensure contextualized content, with MEL team support in planning and analyzing interview results. Module Development Develop two R&R training modules for frontline staff: Module 1: R&R for adults. Module 2: R&R for women and children, integrating gender perspective and child protection. Each module must include: learning objectives, core content, training methods, case studies, facilitator instructions, and evaluation tools. Integrate jointly compiled lessons learned and good practices. Validation and Finalization Present the draft Modules to the STRIVE team (including the MEL team) for feedback. Revise and refine the content and format based on inputs received. Submit the final Modules complete with supporting annexes.
