Expression of Interest are invited for Framework for Greening of Non-Major Ports and Fishing Harbors in India. Publication Date: 09/10/2025 12:00 AM EDT EOI Deadline: 09/25/2025 11:59 PM EDT Description: India has more than 200 non-major ports and over 800 fishing harbours/ fish landing facilities across all coastal states and union territories. Most of the non-major ports have limited operational & technological capabilities and adequate resources to address climate related challenges, whereas they play a key role in providing livelihood to coastal communities and improving local coastal economy. With the increasing threats posed by climate change, including sea level rise, its crucial to enhance the resilience and sustainability of non-major ports and fishing harbors in India. The objective is to transform these facilities into "Green Ports" with a focusing on reducing environmental impact carbon neutrality, climatic resilience and adaptation mitigating the effects of sea level rise, and promoting sustainable development. THE OBJECTIVES: The objective of the assignment is to inform the World Bank on the technological solutions for greening of non-major ports and fishing harbours, and also mobilization of financial resources to help the Government of India and the State Governments in enhancing sustainability and reducing carbon footprint. The World Bank aims to leverage the ProBlue Bank-Executed Trust Fund (BETF) to inform and enhance the existing capacities of the state and central governments in developing state-of-the-art frameworks for green non-major ports and fishing harbours in India by tapping on global best practices which can be replicated and upscaled in India. The study is aimed for the Bank to enhance its dialogue with the government and share with the government if the Bank so decides. The government will be responsible for doing the further detailed work if they are proceeding with the recommendations of the analytical study. The assignment will examine the provisions of the GPG and develop/customising a framework for the greening of non-major ports and fishing harbours, by addressing the following key aspects: · Environmental Sustainability: Implement measures to minimize GHG and non-GHG emissions, water pollution, waste management, and energy consumption including emission monitoring framework for measuring the Critical Environment Performance Indicators (EPIs); · Climate Resilience & Adaptation: Assess potential threats and develop strategies to address and mitigate the impacts of sea level rise and extreme weather events. · Sustainable Infrastructure Development: Upgrade port and harbour infrastructure that is resilient to climate change and supports environment-friendly operations. · Stakeholder Engagement: participation of stakeholders/local communities, particularly those dependent on fishing, in the planning and implementation of greening initiatives, ship owners, ship operators, equipment suppliers, fuel suppliers, service providers (including financial/insurance services), research institutes, think tanks, logistics companies and government authorities.
