Tenders are invited for Community-Based Social Stability Initiatives in Tripoli. Overview: Oxfam has been registered in Lebanon since 1993. Since then, using its extensive experience in development cooperation and humanitarian assistance at global and regional level, it has implemented numerous projects. In 2013, Oxfam expanded its mission and launched a large-scale programme in response to the Syria crisis. With offices in Beirut, the Beqaa and the North of Lebanon, Oxfam currently manages a wide range of projects funded by institutional and non-institutional donors as part of its humanitarian, governance and economic justice programmes. SHiFT Social Innovation Hub has initially started its operations from Qobbeh, Tripoli in economic revival in its post-conflict neighborhoods into prosperous, peaceful, and cohesive communities. SHiFT now operates in North Lebanon and Beirut, and aspires to be operating at the national level to deliver its vision and mission across the nation. Specializing in comprehensive livelihood support, SHiFT focuses on both individual and business development, aiming to foster economic resilience and community empowerment. Through its diverse programs, SHiFT offers services in livelihood development. Additionally, SHiFT addresses critical areas like protection, peacebuilding, education, media, and case management. SHiFT is dedicated to creating a safe, neutral space where community members can connect, work, and grow together, helping to bridge divides and promote peaceful, cohesive societies. Projects Objective and Process Through the Group Cash Transfers approach, Oxfam in Lebanon and SHIFT Social Innovation Hub will work directly with 4 community groups in Tripoli district that have ideas to implement community-based social stability initiatives. The process aims to transfer decision-making power and agency to crisis-affected community groups by facilitating their access to resources and addressing their needs and priorities at the local level while ensuring agency is respected and preserved. This will also allow for the establishment of mutual accountability and ownership over project implementation, resulting in more sustainable outcomes. Throughout the process, Oxfam and SHIFT are happy to provide or facilitate tailored capacity strengthening when required or requested. The pre-selected community groups will: Attend an information session organized by Oxfam and SHIFT about the selection process, criteria, proposal, and timeline. Consult with community members to identify priorities or use finding from community consultations to design a proposal. Submit a proposal for a GCT grant to implement a community-oriented initiative for humanitarian response to be finalized by end of January 2026 at the latest. Receive close support and guidance by Oxfam and SHIFT while drafting the proposal and the budget. Selection Criteria 4 proposals will be selected through a competitive process based on a set of criteria that includes the following: Presence in Tripoli district. Have/Create a name and the group of at least 5 members have the will, commitment and capacity to successfully implement their initiative. Have gained the trust and respect of fellow community members. Have an idea for an initiative for humanitarian response which aims to contribute to the wider community and could be implemented successfully in maximum 3 months. Ready to implement their initiative immediately, but need some support (whether funds, skills, equipment, information, or connections) to do so. The idea respects the principle of Do No Harm. The idea serves and/or engages the widest segment of the target community.
