Tenders are invited for Strategic Scoping and Pre-Feasibility Assessment for the GCF Nominated DAEs in Indonesia PROJECT BACKGROUND: GGGI and the Fiscal Policy Agency (FPA) implement the Green Climate Fund (GCF) Readiness and Preparatory Support project (the Readiness Project) in Indonesia. The FPA is the National Designated Authority (NDA) of the GCF in Indonesia, i.e., the agency through which Indonesia and the GCF interact and communicate. In September 2022, the FPA started a multiyear Readiness Project Enhancing Indonesias Access to International Climate Finance and Private Sector Investments for Climate Actions to support the NDA in enhancing national actors institutional capacities to build a pipeline of climate change projects and to increase country ownership. The NDA has selected GGGI as the Delivery Partner to implement this project. Overall, the project aims to mobilize international climate finance and private sector investment to close the financing gap across the priority sectors identified by the Government of Indonesia. It consists of a range of activities with the objective of achieving five Readiness outcomes: 1. Direct access applicants and Direct Access Entities (DAEs) have established the capacity to meet and maintain the GCF accreditation standards, and accredited DAEs have the capacity to develop a pipeline of projects and effectively implement GCF-funded activities; 2. Relevant country stakeholders have established adequate capacity, systems and networks to support the planning, programming and implementation of GCF-funded activities; 3. Indonesia has developed or enhanced strategic frameworks to address policy gaps, improve sectoral expertise, and enhance enabling environments for GCF programming in low emission investment; 4. Strategies for transforming and attracting private sector investment for low emissions and resilience developed and being used; and 5. An increase in the number of quality project concept notes developed and submitted. As the GCF works through its accredited entities to channel their funding to developing countries, obtaining adequate direct access to GCF allows countries to flexibly tailor projects to meet domestic priorities on climate action. Direct access will also improve coordination and projects monitoring due to geographical proximity that allows for better communication among parties, and minimize costs associated with planning, coordination, and implementation. Direct access may also help to better integrate local context in climate projects/programs and enhance the transfer of local knowledge and experience. Currently, there are two DAEs in Indonesia: PT Sarana Multi Infrastruktur (PT SMI) and Kemitraan bagi Pembaruan Tata Pemerintahan (Kemitraan). With this two DAEs, this means the opportunities for Indonesias DAEs to directly tap climate finance for a wide range of climate development sectors and larger projects is limited. Therefore, under this Readiness Project, Indonesia has prioritized and focused on national entities to get nominated for GCF DAE accreditation, which was directed to financial institutions. Now, Indonesia has several other entities in the pipeline to be nominated for accreditation, including CIMB Niaga Bank and Indonesia Infrastructure Fund (IIF). More accredited DAEs with capacity to access various financing instruments and implement large scale projects would help to expand Indonesias access to GCF funding. Accessing GCF funding is a competitive and technically demanding process that requires the submission of concept notes, followed by a full project proposal. Therefore, a pre-feasibility assessment is a critical first step in this process, which will aim to clarifies the problem and context, strengthen the alignment with GCF investment criteria, support strategic project design, identify gaps and risks, as well as enhance stakeholder engagement and ownership. As part of the Readiness project output, the NDA Indonesia is required to conduct a pre-feasibility assessment for nominated DAE, namely IIF, to ensure the development of high-quality GCF concept notes/proposals.
