Tenders are invited for Terms of Reference for Masarouna Final Evaluation Aisha Association for Woman and Child Protection, CFTA (Culture and Free Thought Association), Juzoor, Muntada Al-Jensanya, PFPPA (Palestinian Family Planning and Protection Association), PNGO (Palestinian NGO Network), Stars of Hope Duration: 5 years (1st of January 2021- 31st of December 2025) General Background Oxfam is an international confederation counting 17 organizations working together with partners and local communities in more than 90 countries. Oxfam has been working in the Occupied Palestinian Territories (OPT) since the 1950s, and a country office was established in Jerusalem in the 1980s. Oxfam mainly works in the most vulnerable communities, such as Gaza, East Jerusalem, and Area C, of the West Bank and where the Israeli Government maintains full military and civil control. Program background Masarouna is a regional program designed to harness the potential of young people as catalysts for collective action. The programs primary objective is to empower and mobilize young people towards advocating for expanded freedom of choice and the utmost respect for their Sexual and Reproductive Health and Rights (SRHR). Through innovative strategies for change, Masarouna seeks to amplify the voices of young people, ensuring their perspectives and concerns are considered in decision-making processes. Masarouna recognizes the importance of a robust civil society in championing SRHR. The program is dedicated to enhancing civil societys capacity to advocate for youth SRHR and catalyze positive change through collaborative efforts. The program Strategic Objective: young people in targeted MENA region achieve more freedom to enjoy their SRHR in inclusive societies. The program has two pathway of changes with the following long-term, intermediate and early outcomes: Pathway 1: Lobby and advocacy with YP for their SRHR Long-term outcome 1: Decision-makers have formulated (and implemented where possible) policies, and/or removed/amended harmful policies, to enable young people to enjoy their SRHR. Pathway 2: Strengthening civil society and reclaiming civic space Long-term outcome 2: A stronger, inclusive and transformative CS movement has contributed to an enabling environment and amplified the voices of YP to claim and exercise their SRHR. Purpose and Scope of the Consultancy The final evaluation of the Masarouna program in OPt aims to generate evidence-based insights on the projects relevance, effectiveness, efficiency, coherent, impact, sustainability, and added value. The evaluation will also provide actionable recommendations to inform future programming, amplify localization, and strengthen youth-centered, rights-based approaches in the SRHR sectors. A. Assess program Impact and Effectiveness: Examine the extent to which the program achieved its intended objectives and outcomes, as articulated in the Theory of Change (ToC); Analyze how the project contributed to improving youth, women, and persons with disabilities access to SRHR -related information, services, and support structures; Capture changes in awareness, behavior, and social norms around SRHR, including reduced stigma, improved agency, and increased demand for services; Document significant success stories and examples of transformative impact at the individual, community, organizational, and policy levels and Compare final results with baseline and findings to assess the projects progress and contribution over the five-year period.
