Tenders are invited for A law firm providing legal advice and representation to Palestinian detainees. The Jerusalem Human Rights Coalition (JHRC) , led by the Society of St. Yves Catholic Center for Human Rights and in partnership with the Jerusalem Legal Aid Center (JLAC) , the Womens Center for Legal Aid and Counseling (WCLAC) , the Arab Center for Alternative Planning (ACAP) , and the EuroMed Human Rights Network, is tasked with collectively addressing the systemic injustices and biases embedded in the Israeli legal system that perpetuate discrimination, working to ensure fair treatment and respect for fundamental rights in line with international conventions relevant to the occupation, and supporting the rule of law and accountability for human rights violations against Palestinians . The coalition leverages collective capacity and expertise to deliver comprehensive and supportive legal aid services, including pro bono legal services, legal consultations, advocacy, and awareness-raising for Palestinian men and women in East Jerusalem. The project aims to protect and support marginalized Palestinian groups in East Jerusalem, strengthen their resilience, prevent forced displacement, and enable them to maintain their residency status and access their rights . The Jerusalem Human Rights Coalition works to support and protect the rights of Palestinians in Jerusalem, including male and female political prisoners and detainees. In light of the significant increase in arbitrary detentions by the occupation authorities, particularly among students, teachers, journalists, and intellectuals, the coalition seeks to provide free and comprehensive legal advice and representation to Palestinian detainees in Jerusalem, whether or not they have been indicted . General objective Providing legal representation and legal advice to 240 Palestinian political prisoners in Jerusalem during the project implementation period (3 years), including : · At least 180 detainees without indictment · At least 60 detainees with indictments Scope of work The selected law firm will : A. Detainees/prisoners without indictment (at least 60 per year) : · Providing immediate legal advice upon arrest and visits to detainees in police stations . · Representing detainees in detention extension hearings before the Magistrates Court . · Filing appeals before the Central or Supreme Court in the event of unfair decisions. · Continuous coordination with the responsible lawyer (legal point of contact) appointed by the coalition . b. Detainees/prisoners with indictments (at least 20 per year): · Providing legal representation before the competent courts during all stages of the trial . · Representing detainees in extension sessions at the request of the Public Prosecution until the end of the trial . · Submitting the necessary appeals when necessary to ensure a fair trial . Coordination and documentation : · Cooperate with the coordination and follow-up lawyer appointed by the coalition . · Providing detailed periodic reports on the progress of cases, challenges, and results of legal representation . Expected outputs · Providing comprehensive legal representation to 240 detainees during the project period . · Submit monthly reports documenting progress, caseload, and impact assessment . · Providing legal recommendations and proposals . Required qualifications · The office must be licensed and have at least 10 years of experience in human rights cases and representation before Israeli courts, especially in occupied Jerusalem . · A specialized legal team fluent in Hebrew and Arabic . · Proven experience in dealing with Palestinian prisoners issues . · Ability to prepare accurate and professional legal reports in both Arabic and English . Contract duration · Three years starting from the date of signing the contract, renewable according to performance and need . Evaluation criteria · Technical methodology and quality of legal presentation (30%) · Experience and professional record of the office and legal team (40%) · The appropriate financial cost (30%).
