The Subject Of This Public Procurement Is The Delivery Of Goods Included In The List Under Art. 12, Para. 1, Item 1 Of The Public Procurement Act (Ppa). When Awarding A Public Procurement, Which Is Reserved By The Contracting Authority, Persons May Participate, Provided That At Least 30 Percent Of Their Listing Composition Is From Disabled People Or Disadvantaged. The Persons Under Art. 12, Para. 1, Item 1 Of The Public Procurement Act Must Be Registered As Specialized Enterprises Or Cooperatives Of People With Disabilities At Least Three Years Before The Date Of Opening Of The Specific Procedure For The Award Of A Public Procurement (Article 12, Paragraph 5 Of The Public Procurement Act). Specialized Enterprises Or Cooperatives Of People With Disabilities May Participate In The Public Procurement, Provided That They Can Execute At Least 80 Percent Of Its Subject With Their Own Machines, Equipment And Human Resources. To Fulfill The Condition, They May Use Subcontractors Or Refer To The Capacity Of Third Parties If The Subcontractors Or Third Parties Are Specialized Enterprises Or Cooperatives Of People With Disabilities (Article 12, Paragraph 6 Of The Public Procurement Law). In Determining The Resource Under Art. 12, Para. 6 Of The Public Procurement Law In The Volume Of Own Resources Includes The Necessary Costs For Raw Materials And Materials, Energy, Fuels, Water Supply, Licenses And The Like, Although Their Suppliers Are Not Specialized Enterprises Or Cooperatives Of People With Disabilities. There Is No Implementation Of Activities With Their Own Production Or Resources When Specialized Enterprises Or Cooperatives Of People With Disabilities Provide The Contracting Authority Without Significant Additional Processing Of Goods Delivered By Other Persons. Other Stakeholders May Also Participate In The Reserved Order Award Procedure. When Tenders Are Submitted In The Procedure, Both By Persons For Whom It Is Reserved And By Other Persons, The Tenders Of The Persons For Whom The Public Procurement Is Zap Are First Considered
