Expression of Interest are invited for Strengthening Engagement of Indigenous Peoples in FLLoCA. Publication Date: 09/07/2025 12:00 AM EDT EOI Deadline: 09/15/2025 11:59 PM EDT The Financing Locally Led Climate Action Program (FLLoCA) in Kenya supports implementation of the Governments National Climate Change Action Plan by scaling up locally led climate resilience actions and strengthening national and county capacities. The program leverages devolved systems and meaningful citizen engagement to prioritize community-driven climate investments. Indigenous Peoples (IPs) live in 19 participating counties and bring valuable traditional knowledge but face heightened climate and land-use pressures, including displacement, resource conflicts, and vulnerabilities including women, children, and persons with disabilities. There are persistent information and capacity gaps that limit IPs full participation in project design, implementation, monitoring, and evaluation. Dedicated, IP-led engagement, coordinated with county governments, is needed to close these gaps and to document, share, and scale innovations emerging from IP localities. To that regard, the World Bank is seeking to hire a firm to facilitate the strategic engagement of IPs in FLLoCA at all levels from community to national level and gather relevant innovation of climate actions relevant to IPs to include: Developing a practical protocol to ensure IP participation across all FLLoCA project stages (PCRA, design, implementation, monitoring, and evaluation); Strengthening indigenous community governance structures to oversee and sustain climate investments after handover; and Building the capacity of local indigenous organizations in IP counties to implement, monitor, and evaluate climate investments; facilitate knowledge management and peer learning; and document best practices for scaling.
