Introduction The Horticultural Exporters Association of Rwanda (HEAR), in partnership with the Alliance for a Green Revolution in Africa (AGRA) and the Mastercard Foundation, is implementing a 36-month project titled: Enhancing Market Access and Inclusivity in Rwandas Horticulture Value Chain. The overall goal of this project is to strengthen Rwandas avocado export sector by developing an inclusive digital platform, supporting contract farming models, and enhancing export readiness. Special emphasis will be placed on inclusivity of women, youth, and persons with disabilities to ensure equitable participation in the avocado value chain. Through this tender, HEAR invites eligible and qualified firms to submit proposals for specific services, supplies, or consultancies, grouped into the 5 afore mentioned distinct lots. 2. Instructions to Bidders Bidders may apply for one or more lots; however, each lot must be applied for separately with clear documentation. All submissions must be in English. Bidders must clearly indicate the Lot they are applying for in the subject line of their submission email. Lot 2: Consultancy Service to Conduct M&E services including baseline and end line evaluations. Background M&E services including the baseline and end line studies are necessary to understand the current state, document progress made during and after implementation of project interventions on Rwandas avocado value chain, in order to provide benchmarks, track progress to inform project outcomes and impact. Objectives. Establish benchmarks for production, demand, and exports. Track the progress of the project indicators with gender lens. Document project challenges, lessons learned and best practices for knowledge management. Draft key recommendations from the project to inform review and for future programing. Scope of Work / Activities Conduct a desk review of available reports, datasets, and literature. Field data collection in all 30 districts. Analyze project data to inform decision making and project reviews. Organize and facilitate periodic project review sessions. Preparation of a comprehensive baseline and end line reports. Organize validation workshops with stakeholders. Expected Deliverables Inception report with detailed methodology and tools. Draft baseline study report. Validated baseline report presented in workshop. Periodic project review reports (at quarterly basis). Comprehensive end line evaluation report. Duration Duration: 3 months. Key Personnel Required Team Leader (MSc in Economics/Development Studies, or any other related field 7+ years experience in M&E). Statistician/Data Analyst (advanced skills in SPSS, STATA, or R). Field Supervisors and Enumerators. Eligibility Criteria Registered research/consultancy firm in Rwanda At least 2 years experience conducting baseline or value chain studies. Completed at least 3 similar assignments in development sector. Valid RDB registration, tax clearance, and RSSB compliance certificates. Proposal Requirements Technical Proposal: Firm profile, methodology, work plan, CVs of team, past assignments, compliance documents. Financial Proposal: Detailed budget covering fieldwork, staff, travel, and reporting. 4. Evaluation Criteria Proposals will be evaluated as follows: Technical Proposal 70% (experience, capacity, methodology, compliance).
