Tenders are invited for End of Program Evaluation Consultant Sierra Leone Closing Date: 5 Oct 2025 Type: Consultancy Themes: Gender/Protection and Human Rights The Strengthening CSOs as Inclusive Actors of Good Governance and Development in Sierra Leone project is a collaborative initiative led by the Movement for Assistance and Promotion of Rural Communities (MAPCO), in partnership with MULOMA Womens Development Association (MUWODA) and Action on Poverty (APT). Co-funded by the European Union and Medicor Foundation, the project (Feb 2023 Jan 2026) supports 30 civil society organisations (CBOs, youth associations, womens rights organisations, and organisations of persons with disabilities) in Pujehun and Kenema Districts to strengthen governance, improve service delivery, and enhance participation of marginalised groups in decision-making processes. As the project nears completion, a final evaluation is required to assess achievements, draw lessons, and inform future civil society strengthening initiatives. Final Evaluation Objectives The evaluator will assess: Impact Empowerment of CSOs and their members, particularly women, youth, and people with disabilities. Improved inclusion in governance processes and service delivery. Effectiveness of sub-granting mechanisms (loan funds, seed banks, apprenticeships, literacy). Sustainability of CSO networks and linkages with governance structures. Project Performance Relevance, effectiveness, efficiency, economy, impact, and sustainability. Achievement of planned outcomes, outputs, and indicators (including unintended results). Added value of APTs technical support and partnership approach. Key lessons and recommendations for replication or scaling up. Approach & Methodology The evaluator will: Review project documents, baseline and mid-term survey data, monitoring reports, and logframe. Verify and triangulate data through sampling and spot checks. Conduct participatory qualitative research, including interviews and focus groups with CSOs, community members, and governance actors. Analyse project contributions to gender equality, youth empowerment, and disability inclusion. Produce a final evaluation report (30 pages) with findings, lessons learned, and actionable recommendations. Deliverables Inception Report: Refined methodology and workplan. Draft Report: Submitted by 30 November 2025. Final Report: Submitted by 14 December 2025. Duration & Budget Consultancy period: ~20 days (NovDec 2025). Budget: Competitive daily rate (cost-effectiveness will be part of the selection criteria). Requirements Masters degree in Social Sciences, Development Studies, Governance, or Economics. Proven experience in evaluating civil society strengthening, governance, and livelihoods programmes. Expertise in participatory and inclusive evaluation methodologies. Strong knowledge of gender equality, disability inclusion, youth empowerment, and human rights in West Africa. Excellent analytical, statistical, and report-writing skills. Previous experience with EU-funded or donor-funded projects is an advantage. Based in Sierra Leone or West Africa (preference for Sierra Leone).
