Tenders are invited for National Guidelines and Assessment Tool for Identifying, Recognizing, and Strengthening Other Effective Area-Based Conservation Measures (Oecms) in Cambodia In Cambodia, while the Protected Area network is essential for conserving biodiversity, the existing policies and strategies recognize the need to go beyond strictly protected areas, enhancing in-situ conservation outside formally designated Protected Areas. For example, Article 391 of the Section 2 of Book 4 within the Code On Environment And Natural Resources Management states that Competent ministries or institutions shall have the roles and duties to manage natural resources outside natural protected areas and cultural properties in compliance with applicable sectoral laws and liquid instruments. Moreover, the Paragraph 3 of the NCSDs Decision on the Establishment of the Biodiversity Technical Working Group (BTWG) states that the BTWG members have the role and responsibilities to provide technical advice for the preparation, revision and updating of policies, strategies, action plans, legal documents, guidelines and frameworks on biodiversity, utilization and distribution of genetic resources, biosafety, payment for ecosystem services, conservation outside the protected areas, and development of means or rules to improve implementation. Furthermore, in Cambodia, many vital ecosystems such as forests, wetlands, and coastal areas may not fall under the protected area system but are rich in biodiversity values and are being managed effectively and sustainably to achieve long-term conservation as OECMs. Therefore, having a national guideline and assessment tool for recognition of these areas through OECMs can significantly contribute to the Target 3 of the K-M GBF by ensuring that existing effective conservation efforts are recognized and strengthened across a wider range of landscapes and seascapes, not just within legally designated Protected Areas. This study is financially supported by the Mekong in BALANCE Project (2024-2027). About Mekong in BALANCE Project The Mekong region is facing urgent challenges that threaten its rich biodiversity and the wellbeing of millions of people who rely on its ecosystems. The conclusion of the 15th Conference of Parties to the UN Convention on Biological Diversity saw the adoption of the Kunming-Montreal Global Biodiversity Framework (K-M GBF). Now that a framework has been adopted, accelerating action across sectors and society toward the realization of the goals and targets of the GBF is urgent to address the key drivers of biodiversity loss and lift the nature agenda. The Mekong in BALANCE includes the five countries in the Lower Mekong region (Cambodia, Lao PDR, Myanmar, Thailand and Viet Nam), and works in partnership with and across key national and regional actors, primarily national governments and civil society organizations. The Mekong in BALANCE project is committed to achieving the objectives of the K-M GBF in the Mekong region through three outcomes: 1) Strengthening National Biodiversity Strategy Action Plans (NBSAPs) for Inclusive Conservation: NBSAPs serve as vital national-level guides, aligning biodiversity efforts with the goals of the KM-GBF. WWF aims to bridge technical competency gaps and promote inclusivity to enhance the ambition in NBSAPs. This includes incorporating ambitious targets and engaging with Indigenous Peoples and local communities to ensure diverse perspectives are considered. 2) Delivery of Other Effective area-based Conservation Measures (OECMs): By recognizing and implementing OECMs, this outcome aims to foster more inclusive and effective conservation practices. Recognizing and endorsing OECMs will support the goal of conserving at least 30% of terrestrial, inland water, and coastal and marine areas. This will be done while respecting the rights of Indigenous Peoples and local communities, as outlined in Target 3 of the GBF. 3) Elevating freshwater biodiversity conservation: This outcome emphasizes the critical importance of freshwater ecosystems, often overlooked and undervalued. By integrating biodiversity considerations into Mekong River governance and conducting a comprehensive Freshwater Systematic Conservation Assessment, this project will help identify conservation areas and potential OECMs. This will ensure the sustainability and resilience of the Mekong regions freshwater ecosystems are safeguarded Tender Link : https://www.bongthom.com/job_list.html?category_id=55&order_by=start_date&order_dir=desc
