Tenders are invited for Final External Evaluation of the Youth towards Sustainable Employment (JED) Project PRESENTATION OF THE PROJECT The JED project runs from 04/01/2022 to 03/31/2026. This project is not strictly speaking a new phase of a project although it is anchored in the continuity of the Bab-Al-Amal Component 1 project. No evaluation was planned for the previous project. However, internal reflection and assessment workshops were conducted to set the framework for future projects, identify the projects strengths to be consolidated, and provide the necessary innovations that meet the needs identified in their context. These new contributions were also informed by the previous evaluations (cited above) of the CP FIP 2 and CP FIP 3 projects. This new phase is therefore justified by taking into account the deepening of intervention methodologies , the relevant innovations that it is desired to bring, as well as by the need to strengthen partners and institutions (public sector actors in the field of FIP in Chad) so that they can perpetuate all the systems deployed . Indeed, the first phase of the BAA Component 1 consisted largely of a scaling up of the implementation of the ESSOR methodology; this new phase is therefore largely dedicated to the perpetuation of the systems Measures to deepen the methodology include: · Work on the monitoring-evaluation-accountability-learning methodology in order to systematize the collection processes but also to work on accountability towards the affected populations. · Work at the heart of Vocational Training Centers through the establishment of Guidance and Employment Offices (BOE) in order to strengthen their approach in terms of professional guidance, integration and promotion of self-employment. · The creation of new modules in agricultural training curricula dedicated to marketing and the structuring of agro-pastoral professionals into groups of entrepreneurs. · Improving self-employment methodologies through the delivery of training and support kits . · The rise of Outilthèques to meet the collective needs of self-employed people through equipment rental. · The deployment of mobile devices: the employment guidance vehicle, i.e. a 1 mobile and information kiosk in Ndjamena as well as a BIOSP+ Mobile for the cities of the South. · Improving the monitoring and training of unemployed young graduates . · Work on the governance of the FIP sector in order to strengthen the actors and perpetuate local and national platforms . · The implementation of in-depth measures for the sustainability of the various FIP systems in the 5 intervention cities. 7. GOVERNANCE & EVALUATION MONITORING The evaluation will be monitored by the program manager at headquarters, the project manager, and the project managers in the intervention areas to facilitate the evaluation. Regarding qualitative monitoring, guidance, and review, a Steering Committee (COPIL) will be established and will meet with the evaluator at least twice: · For a framing meeting · For an orientation meeting of the interim report The Steering Committee will be available at any time, as needed.
