    Expression of Interest are invited for Video Production Consultant or Company for ESRLP Project. Publication Date: 09/04/2025 12:00 AM EDT EOI Deadline: 09/16/2025 11:59 PM EDT Description: Laos aims to accelerate land titling, modernize land services, and strengthen individual, collective, and customary land tenure. An amended Land Law and Forestry Law was approved in 2019 to support this. About 1.9 million of an estimated 3-3.5 million public and private land parcels in Laos are registered and titled-- primarily in urban and peri-urban areas. The Ninth National Socio-Economic Development Plan set a target of issuing a further 800,000 titles by 2025. ESLRP Objective: To support the government in completing land titling, the World Bank and the Swiss Agency for Development and Cooperation (SDC) are funding the Enhancing Systematic Land Registration Project (ESLRP). The project supports the Government of the Lao PDR in improving tenure security and land administration services. The ESLRP aims to issue 650,000 land titles or use certificates, increase the number of annual land transactions to 48,000, decrease the time taken to register land transactions, and enhance customer satisfaction with land administration services. Rationale for Video Production: The objective is to produce videos on ESLRP (a 3.5 to 5-minute video and a 30-second to 1-minute summary video in both Lao and English) to show the results and impact of the ESLRP, particularly the SLR activity. The goal is to highlight how this project brings positive impact to local communities, especially vulnerable groups (e.g. women and ethnic groups).
