Tenders are invited for Consultant for External Evaluation & Facilitation of Learning Events for the PARCEL project Closing Date: 28 Sep 2025 Type: Consultancy Oxfam is searching for a qualified, creative and dynamic consultant to deliver a final project evaluation and to facilitate a learning event for the PARCEL 2.0 project (Partner Capacity Enhancement in Logistics), an interagency project funded by ECHO-DG that aims to strengthen local humanitarian leadership and capacity in supply chain and logistics through co-designed resources, collaborative networks, and knowledge sharing at a global level. Key responsibilities: Assessing the projects effectiveness, impact, and relevance, focusing on how it has enhanced local and national humanitarian actors roles and capacities. Organising and delivering a participatory learning event in January 2026 to facilitate reflection, capture lessons learnedespecially around the innovative co-creation approachand inform future programming. Start date: 1 November 2025 Timeframe: 1 November 2025 28 February 2026 Location: Remote. Candidates based in Africa, or the Middle East are particularly encouraged to apply. The company/ individual(s) should have the following competencies: Profile: Essential Masters Degree in a relevant field e.g. Development Studies, Social Sciences, Business Studies etc. Experience conducting evaluations of multi-country projects and working with diverse stakeholders At least 5 years professional experience in project evaluations and evidence of previous similar consultancy assignments Experience engaging with local and national humanitarian organisations Proven experience facilitating learning events Expertise in both qualitative and quantitative research methodologies, including participatory methods such as Key Informant Interviews (KIIs), focus group discussions, and desk research Strong understanding of capacity strengthening and/or local humanitarian leadership Knowledge and experience working in the following regions: Africa, Asia or Middle East Good understanding of the vital role that supply chain and logistics activities play in effective humanitarian response Experience in designing and facilitating participatory and feminist processes Excellent communication and facilitation skills Strong analytical skills and excellent writing and presentation skills in English Experience in facilitating online, offline, hybrid validation workshops and adept in digital engagement and communication tools Proven ability to work across different geographies, languages, contexts and cultures, and remotely Strong organizational skills and ability to organise and deliver products on time against a tight deadline Commitment to highest ethical standards in engagement with stakeholders and conducting research ensuring confidentiality, transparency, impartiality throughout the assignment, manage conflicts of interest and maintain the independence throughout the assignment Desired Experience working in supply chain and logistics and/or humanitarian response. Proven experience designing and facilitating large learning events and workshops Skilled and engaging group facilitator Professional fluency in French language and/or Arabic Gender-balanced and diverse evaluation team Capacity/expertise in digital approach to producing and publishing reports Consultant and/or team members based in Africa or Middle East.
