Tenders are invited for Consultancy Service to Support the Ministry of Womens Affairs to Develop a Comprehensive, Participatory, and Actionable Policy Paper on Unpaid Care Work in Palestine WoMENA programme implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) aims to enhance the political and economic participation of women and girls in the MENA region. It operates through three interconnected areas: fostering regional cooperation, building institutional and key actors capacities for intersectional support, and promoting innovative, transformative approaches to womens empowerment. These efforts are aligned with national strategies and other ongoing initiatives and are tailored to each countrys context. In Palestine, WoMENA has engaged government, civil society, and individual actors to implement innovative, scalable measures that offer valuable lessons for regional exchange. Special support is being extended to the Palestinian Ministry of Womens Affairs (MoWA). MoWA is the national authority promoting gender equality through policy reform, legislation, enhanced services, and coordinated engagement with local and international partners. Based on global and national priorities stemming from the Sustainable Development Goals SDGs, national plans, the Palestinian cross sectoral strategy for gender equality 2025-2027, and the strategic framework for womens economic empowerment 2025-2030, the issue of womens unpaid care work was recognized as main barrier for women engagement in economy and politics. Unpaid care workincludes caregiving for children, the elderly, persons with disabilities, and domestic tasks. Despite its vital role in the economy and society, unpaid care work remains largely invisible and unrecognized, disproportionately impacting womens access to economic opportunities, public life, and overall well-being.
