Tenders are invited for Supply of Surveying, Laboratory, IT & Conference Equipment. Please submit offers on the subject above as detailed in the attached file, taking into consideration the following: 1. Time of delivery. 2. Abidance to specifications and quantity. 3. The university is not obligated to accept the lowest prices, without giving any reasons or justifications. 4. The offer should be valid for at least 90 days. 5. Prices are quoted in EURO excluding VAT. 6. For further information about the tender please call Mr. Abdallah Suleiman at telephone # 02-2982136. 7. The offer should be presented in a closed, sealed envelope, with the company name and address written, in addition to the tender title & number. 8. The deadline for the offer is 17 September 2025 at 12 noon, and should be submitted at the Office of Vice President for Finance, Administration Building, Second Floor, Office #315, Birzeit University, or by email: tenders@birzeit.edu. 9. The financial offer and the technical offer should be submitted in separate documents; otherwise, the offer will not be considered. 10. The supplier must have all the required permits from the competent authorities (a commercial register) to operate, and they must be valid. 11. The supplier must be experienced and specialized in the services and supplies they are going to provide. 12. The supplier must have a valid bank account under the companys name that accepts bank transfers. 13. The supplier/service provider must be registered in the tax authorities, own a government-licensed workshop, and be able to issue tax invoices and tax-free invoices. 14. The supplier must be able to issue a deduction-at-source certificate. 15. Payments will be disbursed through bank transfer in the bills currency type, payable 60 days from the delivery date, after submission of the required papers and financial claim. 16. University employees cannot enter or participate in the tenders, nor provide the services or supplies. 17. Direct or first-degree relatives of Procurement & Supplies Unit employees cannot enter or participate in the universitys tenders. 18. A bid bond (Tender Entry Guarantee) amounting to 10% of the total offer value must be submitted in the form of a valid bank guarantee, valid for at least 90 days. 19. The awarded supplier must submit a Performance Bond amounting to 10% of the awarded contract value, valid throughout the delivery and execution period. 20. Birzeit University reserves the right to split, partially award, or fully award the tender items among suppliers, according to its needs and interests, without providing any justification 21. Offers that fail to comply with any of the above conditions shall be disregarded and will not be taken into consideration. Contract (or Purchase Order) Terms: 1. If the awarded contractor declines or delays receiving the tender award decision, or signing the notification form or the contract within the designated date, the insurance money (if applicable) shall be forfeited and deposited into the universitys account. The tender may then be awarded to the second choice. 2. If the awarded contractor defaults in executing the tender or delays in delivering the supplies or carrying out the agreed work, or violates any part of the tender terms (including technical specifications), the university has the right to: · Procure the supplies from local or international markets at market prices. · Execute the works in the manner and costs that suit it. · Charge the contractor the price difference and any additional costs. 3. In addition to the above, the contractors violations will be referred to the Central Tenders Committee, which may impose penalties: a. Banning the participant from entering any future university tenders for one year. b. Blacklisting the participant permanently until removal by decision of the University Chairperson. 4.
