Description Date documents can be requested until : 30 September 2025 16:00 Title : Consulting Services to Collect, Standardize, Validate, and Analyze Regional Maritime Data Fiji, Tonga and Vanuatu Procurement No. : 100013725 Process : RFP Description : Global Green Growth Institute in Pacific invites all eligible consulting firms to submit their proposals for consulting services to Collect, Standardize, Validate, and Analyze Regional Maritime Data Fiji, Tonga and Vanuatu. ABOUT GGGI: The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as green growth. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion. PROJECT OBJECTIVES AND BACKGROUND: Maritime transport is a critical sector responsible for transporting goods and services for the Pacific island nations and connecting their outer island populations to have access to transportation, goods and services, and trade. Additionally, maritime transport is one of the economic sectors that contributes considerably to the nations greenhouse gas emissions. Therefore, building an inclusive, economically viable and environmentally sustainable maritime transport sector, has become a development priority by the governments and other stakeholders, including ship operators, regulators, and port authorities. In support of the decarbonization of the maritime sector in the Pacific, GGGI will assist the governments of Fiji, Tonga and Vanuatu in developing a sectoral market and policy/regulatory assessment of investment needs, barriers, and opportunities, followed by a low-carbon maritime transport roadmap, to contribute to enabling the environment for the sector to transition to decarbonization with the following overall program objectives: Support the governments of Fiji, Tonga and Vanuatu to develop a low-carbon maritime transport roadmap that mobilizes coordinated action; Develop a MRV system for monitoring, reporting and verifying greenhouse gas emissions from the maritime transport sector; Introduce Alternate Marine Power (AMP) as a pilot to help reduce air pollution generated from diesel generators by using shore electric power as a substitute; Develop and roll-out investment projects as a part of the low-carbon maritime transportation roadmap, and; Provide capacity building programs to enhance the capacity of managing and operating low-carbon maritime transport modes, AMP and MRV systems. The duration of the project will be five years (2024-2029) and GGGI is the delivery partner for this project. The main beneficiaries of this project for each project country are as follows: Fiji: Government agencies including the Ministry of Public Works, Meteorological Services, and Transport, Ministry of Fisheries and Forestry, Ministry of Environment and Climate Change, Maritime Safety Authority, government-owned and private shipping companies, and passengers. Tonga: Government agencies including the Ministry of Infrastructure Marine and Ports Division, Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) - Department of Energy, Ports Authority, and private shipping companies and passengers. Vanuatu: Government agencies including the Ministry of Infrastructure and Public Utilities, Ministry of Climate Change Adaptation, Meteorology and Geo-Hazards, Energy, Environment and National Disaster Management, Vanuatu Maritime Safety Authority, private shipping companies and passengers. PROPOSED ACTIVITIES & DETAILED SCOPE OF WORK: 1) Proposed Activities for the Overall Project Maritime transport is the economic lifeline of Pacific Island countries, yet the sector remains heavily dependent on oil, leading to high costs and GHG emissions. Under the abovementioned regional project, GGGI will support the development of national low-carbon maritime transport roadmaps and a regional MRV system for Fiji, Tonga, and Vanuatu. Tonga and Vanuatu are Parties to MARPOL Annex VI and already report fuel-use data for vessels 5000 GT under IMO-DCS. Fiji is not a Party, and thus its own-flag vessels are exempt, though visiting foreign vessels report through flag States. GGGI aims to establish an Integrated Maritime Database and strengthen MRV readiness in all three countries by ensuring that data standards and collection protocols align with IMO-DCS while allowing country-specific extensions. The data collected under this assignment will directly support the development of a regional AI-enabled maritime MRV system, which will be implemented through a separate consultancy. As such, the Consultants work in identifying, standardizing, and validating maritime fuel-use and activity data will serve as critical input for the digital MRV platform, including AI model training, emissions estimation, anomaly detection, and dashboard functionalities. Ensuring data quality, completeness, and consistency is essential to enable the systems effective operation. 2) Scope of Work The Consultant will be responsible for developing national maritime datasets and strengthening MRV readiness in Fiji, Tonga, and Vanuatu. This will involve identifying data gaps, standardizing and validating fuel-use and vessel activity data, and compiling a centralized maritime database. The collected and structured data will form the foundational input for a forthcoming AI-based maritime MRV system. The Consultants tasks will include stakeholder engagement, inception consultations, data collection, quality assurance and control (QA/QC), and the preparation of protocols and recommendations to improve long-term MRV implementation capacity in each country. The consultant is expected to work in close coordination with GGGI Headquarters (HQ), the Pacific Team, and the AI development consultant to align data standards, reporting needs, and integration timelines. Feedback from the AI development consultant will be discussed and reflected through continuous collaboration in the design of the Excel-based templates and database outputs. The Consultant shall: Conduct inception consultations and stakeholder mapping in Fiji, Tonga, and Vanuatu Review existing maritime activity and fuel-use data, including outputs from the Beqa Island MRV pilot in Fiji Identify data gaps and assess data quality and institutional readiness Design country-specific data standards and templates aligned with IMO-DCS and applicable ETF guidance Collect, validate, and standardize domestic maritime fuel-use and vessel activity data Compile national-level Integrated Maritime Databases for each country (Fiji, Tonga, Vanuatu) Develop QA/QC protocols to ensure long-term data reliability Prepare stakeholder consultation reports and country-specific recommendations to improve MRV data systems and institutional capacity Ensure that all outputs are compatible with the digital MRV platform under development by GGGI in a parallel workstream Assess and incorporate vessel maintenance and safety-related data (e.g., maintenance logs, engine diagnostics, inspection reports, etc) to support anomaly detection and safety monitoring alongside GHG emissions data. Develop guidance materials and conduct hands-on training for national stakeholders on data collection and QA/QC procedures to enhance institutional readiness for long-term MRV system implementation. Budget and Financial Requirements The maximum budget available for this assignment is USD 250,000, inclusive of all applicable taxes, duties, and costs. The Consultant shall prepare and submit a detailed financial proposal that includes all costs necessary to complete all activities and deliverables outlined in this TOR, including professional fees, travel, communications, and any other anticipated expenses. All costs that the Consultant considers necessary for successful delivery of the assignment shall be incorporated into the financial proposal.
