Request for proposals for Site Master Planning and Preliminary Environmental and Social Impact Assessment (ESIA) for Saint Lucias Resilient Green Affordable Housing Project Pilot Site in Balata, Castries, Saint Lucia PROPOSED ACTIVITIES & DETAILED SCOPE OF WORK: 1) Proposed Activities for the Overall Project The contracted Consultant will be required to complete a site design for the GAH phase 1 pilot at Balata. This should follow an iterative approach that will involve - consultations with potential project beneficiaries, persons from the community of Balata and surrounding areas, professionals within the housing and construction sectors in Saint Lucia as well as the Development Control Authority (DCA) to ensure the regulatory requirements are met. The Consultant is expected to use case studies and best practices from similar successful projects completed in the Caribbean and other tropical SIDS to help guide planning and decision-making. At the end of the project, the Consultant will have produced all the documents and meet the requirements for the application of an Approval in Principle for Concept to the DCA. These documents must include a site plan, of the development layout (footprints of buildings and structures, setbacks, green spaces, etc.), public access and circulation spaces (e.g. walkways, roads, parking, site entry / exit, bus stops), green and gray infrastructure (drainage systems, rain water harvesting or infiltration areas, etc.), and floor plans with two (2) elevations (at a minimum). Site profiles with the proposed buildings and infrastructure will also be necessary to allow for the visualization of the development scale, as well as some perspectives/axonometric views. The Consultant must follow DCA guidelines to ensure the completion of all the requirements for the Approval in Principle for Concept. The site plan must consider the fundamental characteristics of green buildings/communities. This includes designing with the following considerations: energy efficiency & renewable energy; water efficiency; environmentally sustainable building materials & specifications; waste reduction; toxins reduction; indoor air quality; smart growth & sustainable development; sustainable materials selection; and design principles that seek to enable the use of spaces / buildings by people with reduced mobility, visual impairments, etc.). It is anticipated that the Balata GAH community will meet the requirements of globally approved green building certification standards and schemes e.g. LEED and EDGE so these green building standards must be kept in mind as the site plan is developed. In addition, the Consultant will be required to complete a preliminary ESIA as per DCA guidelines. This preliminary ESIA should include an Executive Summary; a description of the physical environment of the development; any preliminary data necessary to identify and assist the main components which the development is likely to propose; and a draft plan to monitor the implementation of mitigation measures for the development during construction and operation of the development. The major activities that must be completed as part of the consultancy are: Activity #1: At the start of the consultancy, the Consultant will be required to attend a project planning and inception meeting with the Government of Saint Lucia (GoSL), the GGGI, and other key stakeholders. During this meeting, agreements will be reached on the workplan, roles and responsibilities matrix, stakeholder engagement plan, and overall scope of work. Two (2) weeks after this meeting, the Consultant will submit an inception report to GGGI. Activity #2: The Consultant will conduct a desktop review of relevant information and case studies of similar successful projects in the Caribbean and other tropical SIDS and get familiar with relevant DCA regulations. Activity #3: Extensive stakeholder consultations with residents from the Balata and surrounding communities, potential beneficiaries, the DCA, and experts within the housing and construction sectors will be essential to successful completion of the consultancy. Consultations should also be held with relevant regional and international institutions and experts that can contribute information in support of refining the project deliverables. GGGI and the GoSL will work closely with and support the Consultant to ensure effective stakeholder consultation and that stakeholder views are incorporated into all stages of the assignment. Activity #4: The site planning work is expected to be an iterative process where, through a series of design meetings, the Consultant will modify the concept, adjusting and narrowing down a broad-brush approach towards a more precise, well-illustrated concept, capable of being meaningfully discussed, not only with the GoSL and GGGI, but also with external partners, planners, engineers, investors, and other interested parties. Activity #5: As part of the site planning work, the Consultant should conduct a preliminary environmental and social impact assessment (ESIA) as per DCA guidelines that will assess and predict potential adverse physical, biological, social and environmental impacts that may occur and develop suitable mitigation and remedial measures. Preparation of the ESIA will involve literature reviews, site visits to the pilot site and surrounding communities to understand the physical and biological environment, and stakeholder consultations to understand the socio-ecological factors that may affect the development. The ESIA should provide and analysis of negative impacts with recommended mitigation or remedial measures. Positive impacts should also be highlighted in the report. The findings of this preliminary ESIA should inform the preparation of the site master plan. Activity #6: The Consultant shall complete/compile the documents for the lodging of a Development Concept application with the DCA requesting Approval in Principle. These documents must include the community and site plan showing layout, setbacks, parking, drains, roads, including alternative access, and required heavy civil infrastructure etc. and architectural plans to scale showing floor layout and circulation, elevations, development profiles, and perspectives/axonometric, certified by a locally registered Architect. 2) Scope of Work The overall objective of this consultancy is to design the layout of the Balata GAH pilot site such that it meets all legal requirements in Saint Lucia while also ensuring minimization of environmental impacts; efficiency and moderation in the use of materials, energy and development space; the promotion of socially inclusive healthier living spaces that promote the wellbeing of community residents; and is aligned with sustainability principles. The Consultant will also the assess and predict potential adverse physical, biological, social and environmental impacts that may occur and develop suitable mitigation measures. The concept site design must follow DCA guidelines and should carefully consider: a. Lot densities b. Lot Frontages and Mean Depth c. Room Densities d. Plot Coverage e. Setbacks (side, rear, front, from highways, etc.) f. Access to Residential Lot (from access road) g. River and Ravine Buffers h. Subdivision Road Design Standards i. Cul de Sac Details j. Parking Requirements 2. The concept site design must follow Agency guidelines: a. WASCO Pipeline Reserve b. Public Health c. LUCELEC Conductors Clearances As per the DCA regulations, the Consultant must deliver for the Balata pilot site: Draft Cover Letter: Addressed to the Executive Secretary, Development Control Authority outlining the nature of the project and any other details to support the application to the Authority. Project Brief: a document prepared by the respective professionals outlining the components of the project in as much detail to provide clarity to the various components of the proposal. Site Plan: which must show property boundary pegs and lines as per survey plan, setbacks from furthermost projection of the structure to the boundary lines (perpendicular lines), outline of roof or structure and any other projections from these structures, clearly defined entrance to site and parking area and parking lot outline. Architectural plans to scale that show floor layouts and circulation including elevations and certified by a locally registered Architect. Report of a preliminary ESIA.
