Tenders are invited for China: Methane Emission Reduction Actions Technical Consultant During COP28, the World Bank launched the Global Methane Reduction Platform for Development (CH4D), with the aim of achieving triple wins in agriculture and waste sectors by reducing methane, increasing resilience, and improving livelihoods. China has been selected as one of the 15 priority countries to implement a CH4D country-level program. The goal of Chinas CH4D country-level program is to leverage World Banks multiple lending operations in the agriculture and waste sectors in China to inform the implementation of Chinas National Methane Emissions Control Action Plan through knowledge generation and dissemination, as well as capacity building. Through the country-level program, CH4D aims to accelerate the deployment of the tried and transformative solutions for livestock operation, rice production, solid waste management, and wastewater treatment beyond the original scale of the lending operations, thus support Chinas national methane reduction initiative. International Bank for Reconstruction and Development (IBRD) will appoint a consulting firm with extensive experience on sectoral methane reductions for the sectors mentioned above, to provide technical support to the CH4D China program. The support expected includes: (i) reviewing Chinas current status on the implementation of the National Methane Emissions Control Action Plan; (ii) summarizing the knowledge and lessons from seven of the World Bank Group lending operations for livestock, paddy rice, municipal solid waste, and water and wastewater management sectors, both for public sectors and private sectors, reflecting on current implementation gaps; (iii) reviewing and summarizing the knowledge products produced under Pillar 1-3 of the China CH4D project; (iv) piloting emissions monitoring and accounting methodologies for the municipal solid waste management sector within the scope of the World Bank lending operations; (v) drafting a program summary report that generally summarizes the features, challenges, and opportunities of Chinas overall methane control strategies for both energy and non-energy sectors, followed by an in-depth analysis and compilation of recommendations for scaling up methane reduction interventions for sectors that are covered by this grant; and (vi) disseminate the knowledge products generated under the CH4D China program through workshop.
