Closing Date: 15 Sep 2025 Type: Consultancy Themes: Health/Peacekeeping and Peacebuilding About CFI CFI, the French media development agency, is a subsidiary of the France Médias Monde group and the operator of the French Ministry for Europe and Foreign Affairs in charge of media assistance. Our mission is to support journalists, media outlets, and civil society worldwide to ensure that people are well-informed, with a strong emphasis on combating disinformation, promoting gender equality, protecting the environment, and encouraging democratic engagement. 2. Project context The project Strengthening democratic media in the Black Sea region aims to support pluralistic, independent media actors in Moldova, Romania and Bulgaria in order to promote European values, counter disinformation and reinforce regional cooperation. Funded by the French Ministry for Europe and Foreign Affairs, the project is implemented by CFI in close cooperation with local and regional partners. Activities include capacity building, collaborative investigations, training on European integration issues, media literacy campaigns and awareness-raising about disinformation.CFI is seeking a service provider to ensure the regional coordination of this project. 3. Responsibilities Reporting to CFIs Project Manager and working closely with the French Embassies and local partners, the Coordinator will be responsible for: Project implementation coordination: planning and organising all project activities in Moldova, Romania and Bulgaria (training, workshops, investigations, public events, coordination meetings); ensuring compliance with work plans, budgets and CFI procedures; anticipating logistical and operational needs; and adjusting activities as needed. Field resource management: supervising the local team (administrative/logistics assistant and communication officer), overseeing efficient task allocation and quality control, and managing human, financial and logistical resources in collaboration with CFI. Monitoring, evaluation and reporting: conducting regular monitoring of activities and indicators, gathering qualitative feedback from participants, updating the projects logical framework and producing reports using CFIs templates (monthly updates, event summaries, quarterly progress notes and a final summary). Institutional and stakeholder coordination: maintaining regular communication with the French Embassies in the three countries, participating in semiannual steering committee meetings and any ad hoc meetings, liaising with partners, service providers and beneficiaries, and ensuring effective cooperation. Representation and communication: representing CFI and the project at local meetings, public events and professional gatherings, and contributing to the projects visibility together with the communication officer. Context monitoring and risk management: monitoring political, social and media developments in Moldova, Romania and Bulgaria, identifying risks, and proposing mitigation measures. Note: all strategic decisions and commitments must be approved by CFIs Project Manager before implementation. 4. Contract duration and financial terms The initial term of the contract is 11 months, with a possible tacit renewal for one additional term (maximum total duration: 23 months). The maximum contract value is 39,000 (excluding VAT) for the maximum contract duration (23 months). Payment will be based on a fixed daily rate specified in the quotation. The quoted number of days includes preparation, travel and execution days. Missionrelated expenses (travel, accommodation, per diem, visas, etc.) will be reimbursed in accordance with CFIs internal rules, subject to prior approval by CFI and submission of an additional quotation. 5. Desired profile Proven experience in project coordination/management in international or regional contexts, preferably within media, civil society or democratic governance sectors. Strong logistical and administrative skills, including planning, budgeting and reporting to institutional donors. Experience working with institutional partners (embassies, ministries), media organisations and civil society actors, as well as in multicultural and multilingual environments. Excellent oral and written English, with fluency in Romanian. Knowledge of French is an asset. Good understanding of the political, social and media environment in Moldova, Romania and Bulgaria. Organised, autonomous and diplomatic, with strong interpersonal and communication skills and the ability to work under pressure. Must be based in Moldova or able to legally reside and work there for the duration of the contract. 6.
