Expression of Interest for Engagement of a Private Company to Manage and Operate a Semi-Inshore, Semi-Industrial Glass Reinforced Plastic (GRP) Fishing Vessel in Liberia To ensure the sustainable operation, productivity, and economic viability of this investment, NaFAA is seeking to engage a qualified private company through a Public-Private Partnership (PPP) arrangement. This partnership will allow a competent private company to manage, operate, and maintain the vessel under a performance-based contract, while advancing broader policy objectives related to local capacity building, resource conservation, and private sector participation. Specifically, the objectives of this PPP arrangement include: Increasing domestic fish production through efficient, environmentally responsible semiindustrial fishing operations; Enhancing the technical and entrepreneurial capacity of entrepreneurs, including youth and women, through on-the-job training and exposure to modern fishing practices; Demonstrating scalable models for private sector engagement and investment in semiindustrial fisheries, aligned with national development goals; Strengthening linkages with small-scale fisheries value chains, including post-harvest handling, cold storage, processing, and local market distribution; Facilitating knowledge and technology transfer to support the long-term development of Liberias fisheries sector. Scope of Services The selected company will be responsible for operational management and deployment of the GRP vessels and will: Develop an Operational Plan for effective deployment, in compliance with designated fishing zones, allowable catch limits, and seasonal restrictions. Obtain all necessary national clearances and permits for fishing volumes and schedules Recruit and supervise a qualified crew in compliance with labor laws and safety standards in crew management. Ensure vessel maintenance and compliance with national and international maritime and safety standards and necessary certifications, maintenance and inspection records Conduct fishing operations in full compliance with Liberian laws, international conventions, aligned with legal and ecological guidelines. This will include minimizing and preventing bycatch, overfishing, and the use of illegal fishing gear or practices Document catch data, revenue generation, and report to NaFAA. Train and mentor Liberian nationals in semi-industrial fishing practices. Operate transparently and in strict compliance with the PPP contract, including profitsharing arrangements, performance indicators, dispute resolution mechanisms, periodic reviews and audits.
