Tenders are invited for Consultancy services for the design and implementation of an Interactive Voice Response (IVR) digital campaign and survey under the project titled STRIVE Strengthened Technologies and Resources for Indigenous Women in Agriculture Consultancy Digital Campaign Strengthened Technologies and Resources for Indigenous Women in Agriculture Closing Date: 14 Sep 2025 Type: Consultancy Themes: Agriculture/Climate Change and Environment/Gender TERMS OF REFERENCE Consultancy services for the design and implementation of an Interactive Voice Response (IVR) digital campaign and survey under the project titled STRIVE Strengthened Technologies and Resources for Indigenous Women in Agriculture BACKGROUND INFORMATION Johanniter International Assistance, in partnership with Bandos Komar (BK) and the Non-Timber Forest Products Organization (NTFP), is implementing a four-year EU-funded project titled STRIVE Strengthened Technologies and Resources for Indigenous Women in Agriculture in Cambodia. The project seeks to strengthen the resilience of 7,280 smallholder farmers, primarily indigenous women, in Ratanakiri and Stung Treng provinces through climate-smart agriculture, sustainable practices, and inclusive value chains. Given Cambodias fast-growing cashew sectorworth over USD 1 billion in exports in 2024smallholder farmers, especially women, remain disadvantaged due to limited access to knowledge, networks, and processing opportunities. STRIVE integrates climate adaptation, biodiversity conservation, and circular economy approaches to ensure environmentally sustainable and equitable growth in the cashew sector. To expand outreach and enhance communication, STRIVE will pilot Interactive Voice Response (IVR) technology to deliver awareness campaigns and collect feedback from farmers, particularly those in remote and low-literacy communities. OBJECTIVES The consultancy aims to design and implement IVR campaigns and surveys that: - Raise awareness on climate-smart cashew farming, biodiversity protection, and sustainable agricultural practices. - Promote gender-responsive engagement, ensuring the active participation of women, men, youth, and indigenous groups. - Enable real-time farmer engagement by delivering voice messages and collecting survey data across 120 villages. EXPECTED OUTPUTS - 43 awareness sessions reaching 3,650 community members. - 3,500 farmers (70% women) receive tailored IVR messages. - Development of 20 IVR scripts in English and Khmer. - Deployment of a digital survey with results tracked via dashboard. SCOPE OF WORK The selected service provider will collaborate with Johanniter and partners for approximately 90 working days over 48 months, with responsibilities including: - Designing and deploying IVR campaigns and surveys in Khmer. - Coordinating with the Ministry of Agriculture, Forestry and Fisheries (MAFF) and Provincial Departments (PDAFFs). - Monitoring participation and engagement through live dashboards. - Submitting campaign performance and summary reports. REQUIREMENTS The provider must demonstrate: - Capacity to deliver IVR in low-literacy, low-connectivity contexts. - Integration with mobile network operators in Cambodia. - Localization capacity (content adaptation in Khmer and indigenous contexts). - Experience in behavior change communication and NGO/donor work. - End-to-end service provision covering design, translation, deployment, and analytics.
