Tenders are invited for Designing Agro-insurance Information System and Data Infrastructure - Structure Only - in Palestine. Oxfam is seeking to engage a qualified consultancy firm or an Information Technology (IT) consultant to design a comprehensive structure for an Agricultural Insurance Information Platform in Palestine (hereinafter the assignment). The objective of this assignment is to develop the blueprint (the structure and architecture) of a technically and institutionally sound framework that will enable effective collection, management, and sharing of agricultural insurance data among all relevant stakeholders. The assignment will also include the communication with key actors and stakeholders within the agricultural insurance sector to ensure their engagement throughout the design and development process, thereby fostering alignment and ownership of the proposed platform, and ensure the relevancy of the design towards the availability of data and abilities of the various stakeholders in relevancy to the minimum required data required for the benefit of decision making and monitoring of the agricultural insurance market in Palestine. Oxfam is seeking to engage a qualified consultancy firm or an Information Technology (IT) consultant to design a comprehensive structure for an Agricultural Insurance Information Platform in Palestine (hereinafter the assignment). The primary objective of this assignment is to deliver a complete technical database structure for the Agricultural Insurance Data Platform, including the conceptual, logical, and physical models, along with a clear roadmap. It should be clarified that this phase is limited to the design and development of the platforms technical and architectural framework, while a future second phase will involve the full development and operationalization of the platform. The design must align with the National Agricultural Strategy and the Agricultural Insurance Development Plan endorsed by the Ministry of Agriculture and the Palestinian Capital Market Authority. The assignment aims to develop the overall blueprint (structure and architecture) of a technically and institutionally sound framework that will enable effective collection, management, and sharing of agricultural insurance data among all relevant stakeholders. It will also include communication with key actors and stakeholders within the agricultural insurance sector to ensure their engagement throughout the design and development process, thereby fostering alignment and ownership of the proposed platform, and ensuring the relevance of the design in relation to data availability and the capacities of the various stakeholders, in line with the minimum required data necessary for informed decision-making and effective monitoring of the agricultural insurance market in Palestine. Specifically, the assignment aims to: Map existing data sources relevant to agricultural insurance and identify key data gaps. Identify and define the roles and responsibilities of key stakeholders and actors in the agricultural sector regarding data provision, management, and utilization. Define the technical and functional structure of the platform, including governance mechanisms, data management protocols, and stakeholder collaboration frameworks. Develop a clear implementation roadmap for the phased development and operationalization of the platform. (This roadmap will guide the operationalization of the platform in a potential future phase; no software development or coding is included in this assignment.) Facilitate consultations and capacity-building sessions with relevant stakeholders to validate the proposed platform structure and ensure institutional ownership. Provide practical recommendations to ensure the sustainability of the platform and its integration within the broader agricultural insurance system in Palestine. The expected results of the assignment are: A validated, comprehensive structure and architecture of the Agricultural Insurance multi-dimensional & multi-layered database structure, tailored to the Palestinian context. Clear identification and definition of the roles and responsibilities of stakeholders in data collection, management, and sharing. An actionable roadmap guiding the phased development and operationalization of the platform.
