Expression of Interest are invited for Implementation Research on Adolescent Health Services in Liberia. Publication Date: 09/02/2025 12:00 AM EDT EOI Deadline: 09/16/2025 11:59 PM EDT In Liberia, adolescents face numerous challenges to good health and wellbeing, including poor quality and availability of adolescent-responsive services, a high unmet need for contraceptives, and a lack of mental health services. These are compounded by entrenched gender inequalities, harmful traditional practices and gender norms, and high levels of violence against women and girls. Furthermore, about 30.3% of girls aged 15-19 have begun childbearing. These intertwined challenges contribute to high adolescent pregnancy rates, high prevalence of anemia amongst 1519-year olds, and Liberias high maternal mortality rate (652 maternal deaths per 100,000 live births). To support effective delivery of the adolescent health interventions and continuous learning on how to best reach and deliver services to adolescents, there is a need to focus on program adaptations that improve implementation and ensure interventions remain responsive to adolescent needs. As such, the Liberia Ministry of Health (MoH) with support from the World Bank and the Global Financing Facility for Women, Children, and Adolescents (GFF) intends to conduct embedded implementation research on adolescent health services in Liberia aimed at generating evidence on how programs can be refined and optimized during delivery. This research will facilitate learning on what adaptations work, why they are effective, and how they can be applied to strengthen ongoing implementation. In addition, it will support the sustainability and continuation of adolescent health specific activities in the face of new challenges in the funding landscape. To this end, the World Bank and GFF are seeking an institution or consortium with knowledge and experience in implementation research, health system strengthening, adolescent health and wellbeing, stakeholder engagement, and research translation to undertake this research. The GFFs Implementation Research and Evaluation Strategy will guide the process of this research. Furthermore, the research will be supported by ADLAB, a network for learning and action focused on adolescent health and wellbeing.
