Tenders are invited for Child-Friendly Treatment Training for Mediators Scope of Work The trainer will be responsible for: The trainer will undertake the following tasks to ensure the delivery of a comprehensive capacity-building program for mediators: a. Develop a Comprehensive Training Curriculum Develop training package in Arabic on child-friendly treatment for children in conflict with the law from a psychosocial perspective. The training package should be grounded in the relevant legal frameworks, including the Juvenile Protection Law, the Community Mediator Bylaw, the Palestinian Child Law, and the Convention on the Rights of the Child (CRC) among others. It should complement previous sessions on the legal framework and mediation mechanisms and build upon the existing Child-Friendly Treatment Guidelines previously developed by Tdh and UNICEF under the Sawasya Programme, which have been utilized by AGO staff. The training package shall be approved by Tdh and UNICEF. Tdh will provide the consultant with the relevant guidelines, which were developed by Tdh and UNICEF under the Sawasya Programme. In addition, the consultant will be responsible for designing both pre- and post-training assessments aligned with the content of the developed training materials. b. Deliver Tailored Training Sessions · Conduct interactive and participatory training workshops for mediators, employing learning techniques such as group discussions, role-playing, simulations, and real-life case studies. · Adapt the delivery to meet the diverse needs and professional backgrounds of participants, ensuring inclusivity and engagement. · Provide practical demonstrations of child-friendly mediation techniques, followed by hands-on practice sessions. · Facilitate discussions to address challenges mediators face in applying these principles in real-world scenarios. Methodology The trainer will prepare a comprehensive methodology, to be outlined in an inception report and reviewed in coordination with Tdh, UNICEF, and relevant stakeholders. This methodology should adopt a participatory approach that actively engages mediators, incorporating child-friendly and gender-sensitive practices in line with international standards, while ensuring inclusivity and cultural relevance. The training will utilize interactive and participatory methods, including PowerPoint presentations, group work, experience-sharing sessions, interactive exercises, and plenary discussions. Coordination of the training sessions will be led by the Tdh Senior Project Officer in collaboration with UNICEF, the Ministry of Social Development (MoSD) and the Attorney Generals Office (AGO). Deliverables · Training Curriculum: Comprehensive training materials, handouts, and PowerPoint presentations. · Training Sessions: Delivery of capacity-building training for at least 30 mediators (average 10 mediators per training) in three different locations: North, Center and South of the West Bank; as the following: · One training days in the North · One training day in the Center · One training day in the South · · Post-Training Report: A report summarizing the training outcomes, participant feedback, and recommendations for follow-up. Timeline The consultancy will be completed within a maximum of 12 working days, over a one and the half month period, during which the consultant will operate primarily from the West Bank, with frequent visits and some work conducted remotely. The detailed timeline and methodology will be finalized in consultation with the selected candidate. Organizational Responsibilities · Coordination: the Senior Project Officer will manage all logistical arrangements for the training sessions, FGDs. · Technical support: Tdh specialists in consultation and guidance from UNICEF will provide technical feedback on the tools and outcomes of the assignment, guiding the consultant in the design and the development of the training curriculum · Cost coverage: Tdh will cover all costs associated with the training sessions including venue reservations, hospitality, and transportation for participants. Application Requirement Applicants are requested to submit the following application materials: · A technical proposal (maximum 3 pages) outlining the proposed approach and methodology. · A financial proposal specifying the budget breakdown for each activity. · Submission of any similar work conducted by the individual or group and/or any research conducted. · A proposed workplan, including timescales, key deliverables, and number of days for each area of work to be performed. · An updated CV detailing relevant experience and qualifications. Conflict of Interest The consultant must not be an employee of any organization that is current partner of Tdh in any ongoing project. Ethical Considerations The consultant/consulting agency must sign the Tdh Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices.
