Expression of Interest for Provision of Logistics Service. Brief Description of the Scope of the Services. The scope of the services shall include Freight Forwarding, Customs Clearance, transportation, project logistics. Daqing Oilfield Construction Group Co., Ltd. (hereinafter as DOCG), as a CONTRACTOR for onshore Marine Terminal and Storage Facilities of EACOP Project, invites experienced and reputable Service Providers that have demonstrable capability, willing-ness, ability and availability to express their interest in providing Logistics Service for above-mentioned EACOP projects. The EACOP Project development involves the engineering, procurement, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongoleani, near Tanga Port in Tanzania. There are ONE (1) planned package for Terminal as follows Package 1: PROVISION OF LOGISTICS SERVICE Brief Description of the Scope of the Services. The scope of the services shall include Freight Forwarding, Customs Clearance, transportation, project logistics. MINIMUM REQUIREMENTS: Service Providers expressing their interest are invited to document their request with: a. Company Profile; b. Proof of registration with the Tanzania Revenue Authority (TRA). c. Certificate of incorporation (BRELA), TIN Certificate, Valid Business license and permits. d. Tax Clearance Certificate for the latest year available. e. An experience list for similar services supplied to OIL & GAS INDUSTRY in the last five (5) years, experience in operating tax-free projects; f. Confirmation to utilize logistics equipment that is new, advanced, highly automated, safe, and reliable. g. Familiar with local and international shipping regulations and laws, experienced in operating international shipping from the port of departure to the port of destination, customs clearance at the port of destination and inland transpor-tation services. h. The provider must possess fixed assets, including but not limited to, ownership of transport vehicles. i. Compliance with petroleum (local content) regulations, 2017 and local company definition for Tanzania. j. Evidence of organization HSE Management Systems & policy, procedure, and process in compliance with applicable Industry standards for similar works. k. Quality assurance & Quality control plan/ procedures in place for the execution of similar type of work, Copy of ISO or any other certification as applicable. l. Proof of registration/application to Local Supplier Service Provider (LSSP) database , or an approved application at the time of submission of the response to this expression of interest is strongly recommended. m. All shareholders of the Company must be 100% Tanzanian citizens. For providers whose shareholders are not entirely Tanzanian citizens, an approved letter from EWURA permitting the Company to undertake Reserved contracts under the Host Government Agreement (HGA) for the EACOP project is required at the time of submission of the response to this expression of interest. Interested Service Providers with the capacity to provide the services listed above should express their interest in English language by sending the above documents to zhaoning@docgi.cn; zhangsiyuan@docgi.cn;(not exceeding 20 MBs) on or before 17:00 hours East African Time (EAT), on 15/September/2025. Subject of the email should be MST- TZ-20240829 EOI [SERVICE PROVIDER NAME]. Service Providers satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non-Dis-closure Agreement (NDA), a detailed pre-qualification questionnaire for further evaluation by DOCG. Note: DOCG reserves the right not to consider Service Providers that submit an incomplete dossier. Only prequalified Service Provider will receive invitation to submit bids in furtherance of the call for tender process.
