Tenders are invited for Provision of Environmental Engineer/Specialist (Auditor) for the Development of Closure and Risk Assessment Report for Namakgale Landfill Site To conduct an Environmental and Human Health Risk Assessment and to develop an Abatement Plan for the Old Namakgale Landfill Site, focusing on: Human health and safety risks to current settlers Environmental contamination and degradation risks Legal compliance and rehabilitation status Feasible abatement or relocation measures Community consultation and stakeholder engagement SCOPE OF WORK Site Assessment Historical review of the landfill (design, operations, closure plan) Site visit and physical inspection Mapping of informal settlements on-site Identification of existing infrastructure and services Assessment of existing rehabilitation efforts Risk Identification and Assessment Environmental risks: o Soil, surface water, and groundwater contamination o Leachate generation and migration o Methane gas emissions and fire risk o Erosion, subsidence, or slope instability Human health risks: o Exposure to hazardous substances (e.g. heavy metals, pathogens) o Risk of disease outbreak due to poor sanitation o Structural risks of building on a landfill Legal and regulatory risks: o Non-compliance with the closure license o Encroachment on restricted land use o Liabilities and enforcement implications Stakeholder Engagement Identify affected community members and traditional/local leaders Conduct public participation meetings Incorporate feedback and concerns into the plan Development of the Abatement Plan Immediate, short- term and long-term recommendations 3 Options analysis: relocation, buffer zones, site fencing, soil capping Institutional responsibilities and implementation plan Cost estimation and funding options Communication strategy DELIVERABLES Inception Report Draft Risk Assessment Report Final Risk Assessment and Abatement Plan, including: o Risk register o GIS map of affected area o Monitoring and Mitigation Plan o Implementation timeline o Community engagement record Tender Link : http://www.phalaborwa.gov.za/tenders/tenders.php
