Taking Into Account The Estimated Size Of The Assignment And The Threshold For European Tendering, We Must Put The Assignment On The Market Through A European Tender. With This Tender We Wish To Continue The Uniform Hiring Personnel And To Contract One (1) Contractor Who Is Able To Provide The Services, In Accordance With The Requirements And Wishes Described In The Tender Documents. Invest-Nl Will Have A Structural Need For Temporary External Staff In The Coming Years That Will Be Deployed On The Basis Of An Effort Obligation And, Where Possible, On The Basis Of A Result Obligation. This Deployment Is Mainly Aimed At Functions At A Minimum Hbo Level, Although Incidental Applications At Mbo Level Are Not Excluded. The Need For External Hiring Is Inherently Dynamic. The Historical Expenses Are Approximately € 2,350,000 (Excl. Vat) Per Year. The Size Of The Assignment To The Future Is Estimated At Around € 2,500,000 (Excl. Vat) Per Year, Being € 15,000,000 (Excl. Vat) Over A Period Of 6 Years, Being The Intended Maximum Duration. In Order To Get Nonsense Discussions About Whether Or Not To Initiate A New Tender, A Theoretical Average Per Contract Year Up To A Maximum Of € 3,000,000 (Excl. Vat) (Total € 18,000,000) Can Be Purchased By The Contracting Authority. The Aforementioned Size Is Only Intended As An Indication. The Contractor Cannot Derive Rights From This In Any Way. The Contracting Authority Has No Purchase Obligation And Does Not Provide A Turnover Guarantee. The Actual Size Can Also Be Lower. There Is No Further Contractual Exclusivity. There Are Also Other Similarities, For Example For Investigations Along Which A Form Of Hiring Takes Place.
