This Specification Defines The Council’S Requirements For The Service (23, 23A, 23B). The Tenderer Shall Develop, Implement, And Operate A Solution Which Complies With This Specification.The Council Is Seeking To Enter Into A Contractual Arrangement With The Contractor To Provide Transport For Passengers For The Service (23, 23A, 23B) As Provided Within This Ittsouthend-On-Sea City Council (The Council) Is Responsible For Regulating Parking Enforcement And Permit Processing Across Its Jurisdiction. To Support These Functions, The Council Is Procuring A Modern Notice And Permit Processing System That Will Manage The Full Lifecycle Of Penalty Charge Notices (Pcns), Permit Applications, Visitor Vouchers, Parking Suspensions And Dispensations.The Contract Will Be Awarded For An Initial Term Of 3 Years, With The Council Having An Option To Extend For A Further Year. Throughout The Contract Period, The Service Provider Must Ensure That The System Remains Compliant With All Applicable Uk Legislation And Is Capable Of Adapting To Future Regulatory, Operational And Technological Changes Without Service Disruption.
