Industrial Salt Is The Main Material Used To Combat The Pole And The Ice Layer Formed On The Road, Sidewalks And Other Pedestrian Surfaces, Contributing Directly To The Safety Of Road Traffic. The Lack Of Adequate Stocks Of Non -Slip Material Can Lead To Traffic Jams, Accidents, And Serious Impairment Of Public Activities. The Conclusion Of A 12-Month Framework Agreement Allows A Step Supply, Depending On The Real Needs And The Weather Conditions, Ensuring Flexibility And Efficiency In Resource Management. Also, The Risk Of Urgent Acquisitions At High Prices Is Avoided, By Planning Early Quantities And Deliveries. The Acquisition Is Correlated With The Annual Activity Plan Of The Directorate And With The Institutional Responsibilities Established By Hcls3, In Order To Protect The Urban Environment And The Safety Of The Citizens. The Estimated Frequency Of Subsequent Contracts Is Two During The Framework Agreement, This Structuring Being Based On The Analysis Of The Operational Need And On The Experience Accumulated In The Previous Winter Seasons. By Dividing The Acquisition Into Two Distinct Stages, Flexibility In Supply, Adaptability To Unpredictable Weather Conditions And Efficient Management Of Budgetary Resources Are Ensured. For The Beginning Of The Winter Season 2025–2026, The Need To Contract A Quantity Of 4,000 Tons Of Industrial Salt For Snow Removal Is Estimated, Quantity Considered Minimal To Cover The Snow Interventions In The Critical Months (Nov. -Ian). This Estimate Is Based On: • Historical Data On Salt Consumption In Sector 3 In The Last Three Winter Seasons • The Extended Surface Of The Public Ways To Be Kept In Operating State (Road, Sidewalks, Pedestrian Areas) • Increasing The Intensity Of Road And Pedestrian Traffic, Which Requires A Rapid And Efficient Reaction In The Pole. The Second Subsequent Contract Will Be Activated According To The Evolution Of The Weather Conditions, Especially If There Are Episodes Of Abundant Snow Or Prolonged Low Temperatures, Which Can Lead To The Exhaustion Of The Initial Stocks. This Stage Allows: • Avoiding Urgent Acquisitions That Can Be Made At Higher Prices And Under Co Conditions
