Expression of Interest for Madagascar Technical Support to Inform the Design and Operationalization of the Lemur Bond. A key project component will focus on the design and implementation of the Lemur Bond to finance species-specific conservation and ecosystem-based climate resilience. The Government of Madagascar has shown strong interest in using this instrument to attract private institutional finance through structured capital market transactions. This consulting services is expected to provide targeted technical support to the World Bank team in preparing a detailed project document for internal review by the World Bank team in March 2026. This document will build on the PIF and will need to be prepared in accordance with the GEF Agencys internal format. This document includes the following key information Project rationale and background; Logical framework (results framework); Stakeholder engagement plan; Environmental and Social Safeguards (ESS) screening; Gender analysis and action plan; Monitoring and Evaluation (M&E) plan; Sustainability and scaling-up strategy; Risk assessment and mitigation; Incremental reasoning (how GEF funding adds value); Budget breakdown by component and financing source and other relevant key points in order to have a solid designing of the lemur bond for its operationalization.
