Closing Date: 1 Sep 2025 Type: Consultancy Concern Worldwide (Concern) is currently seeking an experienced Proposal Writer with a successful track record developing, writing and winning proposals in areas including nutrition, WASH, agriculture, education, and livelihoods. The proposal writer will provide short-term support to the existing programme team. The successful candidate will be expected to travel and work in Liberia as part of this consultancy. Organizational Background: Founded in 1968, Concern Worldwide (Concern) is an international humanitarian aid organization dedicated to reducing extreme poverty and alleviating suffering through emergency relief and long-term development programs spanning livelihoods, education, nutrition, health, and WASH. Concern currently operates in 26 of the worlds poorest and most vulnerable countries in Africa, Asia, the Caribbean, and the Middle East, and works in partnership with communities, public and private service providers, local government, academic institutions, and other local and international organizations to ensure sustainable delivery of effective services. Concern Worldwide has operated in Liberia since 1996, successfully implementing programs in emergency response, livelihoods, gender equality, education, health, and water, sanitation and hygiene (WASH) throughout the country 1. Context and Rationale Concern Liberia has a strong portfolio of integrated programming with demonstrated success in areas including nutrition, WASH, agriculture and food systems, education, and livelihoods. Recent external evaluations and internal monitoring reflect excellent outcomes and meaningful impact. However, our ability to effectively document, package, and communicate these results is significantly limited by internal capacity constraints, and this has limited our success with fundraising. 2. Objective To strengthen Concern Liberias ability to win more grants by hiring a proposal writer who can teach our team how to write winning proposals on the job. The team in Liberia have a lot of ideas, a lot of evidence and a lot of inputs from technical supports. However, we have struggled to write successful compelling bids. We now have three exciting opportunities where we need to reverse this situation: Donors include EU and other private and institutional donors. The ongoing proposals have expected funding of $7 million. Four additional prospective proposals have expected funding of over $10 million:. 3. Activities and Scope of Work An international consultant or short-term staff member will be recruited to: 1. Write three high quality proposals. 2. Support drafting four prospective proposals. 3. Undertake a training for four Concern Liberia staff and six Liberian local partner staff on how to write winning proposals. In addition: 4. Develop five key capacity statements that are compelling for donors on: food systems, multi-sector integrated, youth, sanitation and circular economy and locally led development private sector partnerships. To support these the consultant will review and synthesize all available programme evaluations, baseline/endline studies, internal monitoring reports, and donor reports. Lines of Communication Throughout the contract period, the consultant will report to the Concern Liberia Country Director. The successful candidate will work closely with the relevant technical lead and with a team of technical experts and designated staff of Concern (e.g. programme director, programme coordinators, area coordinator, programme managers, technical advisor, country finance controller and head office reviewers) and our key local partners 4. Expected Deliverables Write three high quality proposals covering: integrated livelihoods including home gardens and crop production, nutrition, micro-finance and WASH; coastal sanitation, ecosystems and solid waste management; blue economy, value chains and circular economy model. Write four prospective proposals covering integrated food systems, conservation and food systems, climate smart agriculture, funding youth and adolescent jobs and life skills. Capacity statements. Develop five key capacity statements that are compelling for donors on: food systems, multi-sector integrated, youth, sanitation and circular economy and locally led development private sector partnerships. Training for proposal writing Phase Time Needed Who is Reached What Happens Core Skills Workshop 35 days Concerns four Liberian Programme Managers and the MEAL Manager and the Programme Director or Manager level of our four partners Liberian NGOs. Total persons reached 10. Intensive training on donor requirements, persuasive writing, structuring, and storytelling in proposals. Practical Drafting Sessions 24 weeks (part-time) In advance of the consultancy each workshop participant will prepare a proposal that they are actively working to finalise to use as a base for this training: Concern: PD, AC and two PCs. Liberian NGOs: Executive Directors. Total persons reached 8. Each participant works on a real or simulated proposal, with group reviews and feedback. 5. Anticipated Outcome Concern wins three active bids and is very well positioned for four more. Five capacity statements are completed. Concern staff and partners are well trained in proposal writing at two levels: senior staff and mid-level management. 6. Required Qualification Education: Advanced degree (Masters) in Social Sciences, Development Studies, Statistics, or a related field. Experience: Minimum of 5 years of demonstrated experience in successful development proposal writing ideally with a focus on food systems and multi-sector integrated programmes. Evidence based submission showcasing successful writing experience with a diverse array of donors. Experience winning funding for international NGOs and local partners in Liberia or West Africa is a significant advantage. Experience working with international NGOs and local partners is highly desirable. Technical Skills: Expert in successful proposal writing, including theories of change, logical frameworks, and deep knowledge of donor expectations and how to frame bids to meet these. Experience training others on how to write successful proposals. Excellent communication, facilitation, and presentation skills. Fluency in written and spoken English. Personal Attributes: Ability to work independently and as part of a team. Strong analytical and problem-solving skills. Cultural sensitivity and ability to work effectively in diverse contexts. Commitment to quality, timeliness, and delivering results. Sense of humour. 7. Timeframe We anticipate approximately 22 working days, starting in September 2025.
