This Request For Proposals (The “Rfp”) Is An Invitation By Strathcona County (The “County”) To Prospective Entities (Each, A “Proponent”) To Submit Proposals For Integrated Project Delivery (Ipd) Team (“Proponent Team”) For Fire Station 7, As Further Described In Section A Of The Rfp Particulars (Appendix A) (The “Deliverables”).The County Is Looking To Engage An Experienced And Innovative Proponent Team Of Consultants And Contractors Which Possesses The Skills And Experience Required To Join The County’S Integrated Project Delivery Team (The “Ipd Team”) To Design And Construct A New Fire Station 7 Located In Strathcona County (The “Project”). In This Rfp, “Team Member” Means Each Member Of A Proponent’S Team That Will Constitute The Proponent Team And Who Will Provide The Design And Construction Needed For The Project And Which Must Include One (1) Of Each Of The Following Entities: Architect; General Contractor; Structural Engineering Consultant; Structural Contractor; Mechanical Engineering Consultant; Mechanical Contractor (Trades); Electrical Engineering Consultant; And Electrical Contractor (Trades). The Selected Proponent’S Team Members Shall Undertake The Project, Fulfilling The Design, Construction, Consultant (Engineering) And Contractor (Trades) Roles And Responsibilities. For The Purpose Of This Rfp, The Terms Team Members And Proponent Team Will Be Interchangeable.As Noted In The 2023 To 2035 Emergency Services Master Plan, Strathcona County Has One Of The Most Complex Community-Level Risk Profiles In Canada And Possibly In All Of North America. In A Single Day, Sces Staff Could Respond To A Retirement Centre Cardiac Arrest, A High-Rise Fire, A Heavy Industry Hazmat Incident, A Train Derailment, And A Forest Fire. The County’S Council Has Approved The Design And Construction Of Fire Station 7, The Fourth Full-Time Station In The County’S Urban Area, To Address The Needs Of A Growing Community And Has Committed To A Budget To Achieve This. The Desired Project Station Will Serve A Critical Role In Enhancing Community Safety Through Emergency Response. The Project Is Aimed At Bolstering The County’S Capabilities In Managing Emergencies, With A Design That Emphasizes The Heath And Safety Of First Responders And Other Personnel, Operational Efficiency, Energy Performance, And Environmental Stewardship, Aligning With The County’S Strategic Goals Of Creating A Healthy, Safe, And A Sustainably Developed Community. The Project Will Achieve The Following, All Of Which Align With The County’S Plans:•House Emergency Response Vehicles And Equipment In A Safe And Effective Manner, Meeting All Ohs Legislative, Regulations, Guidelines And Policies; •Provide Appropriate Space And Facilities To Meet The Operational, Health And Safety Needs Of First Responders;•Provide A Modern, Efficient And Effective Space To For A Wide Range Of Supplies, Materials And Equipment And Associated Personnel; •Achieve And Maintain Appropriate Response Times For Fire, Rescue And Emergency Management Services (Ems) Throughout The County, Specifically In Cambrian Crossing, Summerwood And Emerald Hills Response Zones;•Ensure Better Response Capability By Reducing Redeployments From Existing Fire Stations; And•Address Declining Service Levels In Growth Areas.It Is The County’S Intent That Once A Successful Ipd Team Is Selected By The County Through This Procurement For General Contractor, Architect, Engineers And Key Subtrades, That The Ipd Team Will Enter Into A Negotiation To Finalize A Poly-Party Project Agreement. The Form Of Contract Agreement That Will Be Used As The Basis For The Start Of The Negotiations Is The Canadian Construction Documents Committee (Ccdc) 30-2025 (And Supplementary Conditions) Attached As Attachment 2 To The Rfp (The “Ipd Agreement”). The Top-Ranked Proponent’S Team Members Will Execute The Ipd Agreement. Under This Ipd Agreement, The Ipd Parties Will Be Paid Their Costs (Without Profit) Plus An Agreed Amount Of Profit That Is Dependent On The Ipd Team Achieving The Overall Project Targets. Contract Amendments Will Only Be Granted For The Limited Reasons Specified In The Agreement And There Will Be Mutual Liability Waivers – Subject To Some Exceptions. The Ipd Agreement Will Require Joint, Active Management By The Ipd Team And Use Of Lean Principles And Processes To Increase Value And Reduce Waste.As Addressed In Section B.7 Of The Rfp Process (Appendix A), The County Has Retained Colliers Project Leaders Inc. (Colliers) To Provide Ipd Consultation And Facilitation Services For This Project Through The Procurement Phase (Phase 0). It Is The County’S Intent To Retain Colliers To Provide Ipd Consultation And Facilitation Services For Validation (Phase 1) Through The Construction Phase (Phase 3) For The Project. As Such The Ipd Advisory Role And Related Provisions Have Therefore Been Removed From The Ccdc 30-2025 By Way Of Supplementary Conditions (Refer To The Ipd Agreement (Attachment 2)). For Clarity, Only The Following Entities Will Be Signatories To The Ipd Agreement:•The County•Architect•General Contractor•Structural Engineering Consultant•Structural Contractor•Mechanical Engineering Consultant•Mechanical Contractor•Electrical Engineering Consultant, And•Electrical Contractornote: The County Does Not Anticipate That Colliers, As The Ipd Consultant And Facilitator, Will Participate As A Signatory On The Ipd Agreement. It Is Anticipated That The Following Providers Will Be Engaged By The Project Management Team (Pmt) Or The Team Members As Subs, Rather Than As A Party To The Poly-Party Agreement:•Geotechnical Consultant,•Civil Consultant, And •Civil Contractor (Trade)
