Closing Date: 7 Sep 2025 Type: Consultancy Background The Border Consortium (hereafter, TBC) is seeking quotes from qualified web designer to redesign the TBC website to better communicate and improve engagement with the public and stakeholders, reflect TBCs mission, supports fundraising activities, provides a platform to advertise tender opportunities, and provides clear and accessible information to our beneficiaries and the public. Objectives The new website must: Communicate our mission, impact, and activities clearly. Reflect TBC values, vision, and strategic directions. Improve user experience across all devices desktop, tablet and mobile phone. Support content updates by non-technical TBC staff. Provides a platform for advertising tenders that are easily searchable on the web. Enable online donations and integrate with payment gateways. Be secure, scalable, and aligned with accessibility standards. Be available in English, Thai, Karen and Burmese languages. Scope of Work The selected contractor will be responsible for the following tasks: - For all activities within the Scope, consultations must be held with TBC. These consultations must be timed to ensure that any redesigned website is able to be maintained on an ongoing basis, is compatible with the requirements of the domain hosting company and meets the needs of TBC management and staff with respects to look, feel, functionality and ability for staff to update website content as desired. - Discovery and Planning Conduct meetings with TBC relevant stakeholders to understand requirements. Develop a project timeline with milestones. Create a detailed sitemap and define user journeys (e.g. map out the steps a typical visitor takes when they interact with the TBC website). The user journey should cover the following users: an individual looking for general information on TBC activities; an individual looking to donate; an individual looking for tender opportunities; a government agency/donor; and a refugee/displaced person. Assess any existing website or content. - Design and UX Create wireframes (simple visual layouts) for key pages (e.g. homepage, about, programs, donate, etc) for the English and Thai language sites. Develop high-fidelity design mock-ups aligned with TBC branding, colour schemes, and styles for the English and Thai language sites. Ensure mobile responsiveness across all screen sizes, including desktops, laptops, tablets and mobile phones. and Ensure compliance with Web Content Accessibility Guidelines (WCAG) 2.1 AA standards https://www.w3.org/TR/WCAG21/ - Content Development and Migration Collaborate with TBC staff to develop a content strategy, including which content should be migrated from existing website. Migrate content from the existing website, if applicable. Integrate content provided by TBC staff. [The development of content is not part of these Terms of Reference]. Optimise content for Search Engine Optimisation and user engagement. Including but not limited to: On-Page SEO: use of keywords, headings and structure, internal linkings, meta tags, image alt text. Technical SEO: ensuring site works well on mobile devices, ensuring site speed remains optimal, site uses HTTPS encryption, sitemaps and crawlability help search engines index the web pages properly, clean simple, and meaningful URLs are used (eg /about-us instead of /page?id=12). Off-page SEO: recommend which other organisations may wish to link to TBC, recommend integration of other TBC social media platforms, recommend listing options for Directories such as Guidestar, ACNC. Other: Ensure searches for TBC Chiang Mai, TBC Thailand, TBC Myanmar and other combinations and permutations land on the relevant TBC page. Support multimedia integration (videos, images, downloads). - Website Development Develop the website using a user-friendly Content Management System (CMS) (e.g. WordPress). The CMS should allow TBC non-technical staff to manage the website and provide TBC with: A dashboard for managing the site Page editing tools to write and format pages Media management to upload and insert/change photos, videos, pdfs and other documents Templates and themes to apply consistent branding and layout across all pages User permissions to set access levels for different TBC staff members Plugins and extensions that facilitate donation forms, contact forms, newsletter mailing lists, and search engine optimisation. Build key features including: Online donation functionality with secure international and local (Thai) payment integration. Tender response functionality Newsletter sign-up and mailing list integration. News or blog section Contact form and social media links Ensure cross-browser compatibility and responsiveness on all modern devices. - Integrations Integrate website with: Email marketing tools (e.g. Mailchimp) CRM systems Analytics tools (Google Analytics, Meta Pixel). - Testing Work with TBC IT company to conduct full QA testing across all platforms desktop, tablet and mobile devices: Functionality, responsiveness, accessibility, and load testing. Usability testing with feedback rounds from TBC staff. Accessibility testing against WCAG 2.1 AA - Training and Documentation Provide training to relevant TBC staff on CMS use, included tailored training for: TBC procurement staff on tender functionality TBC communications staff on email list development and maintenance TBC program staff on updating content. TBC finance staff on website donation integration and management Deliver user documentation and update procedures.
