The Project Contributes To Digitalization In The Field Of Health, Which Represents A Series Of Tools And Services That Use Information And Communications Technologies (Ict) And Have Benefits For Both Patients And Consumers, As Well As For Health Specialists And For The Health System As A Whole. Digitalization Does Not Only Offer Increased Access To Information That Can Contribute To Maintaining And Improving The Health, But Also Facilitates The Increase Of All The Parties Involved In This Process. Moreover, Digitalization Allows Greater Connectivity And Constant Exchange Of Information, With Major Research Benefits. In The More Accurate Establishment Of A Diagnosis, In Prescribing Personalized Treatments And Obtaining Better Results, Both From A Medical Point Of View And At The Level Of Efficiency Of Costs And Improving Access To Quality Medical Care. By Starting A Digitalization Process In Order To Introduce New Computer Modules That Complement The His (Hospital Information Systems) And Serve The Activity Of Scju Saint Andrei Constanţa, It Aims To Purchase And Install The Necessary Equipment (It Equipment, Communications Equipment, Related Equipment, Including Licenses, Implementation Of Related Computer Applications And Training Of Technical Personnel At The Unit Level. The His Functionalities Partially Cover The Digitization Requirement. It Is Necessary To Extend The Digitalization Of Process In The Areas Not Covered By His Accompanied By The Simplification Of The Interoperability Mechanism. Also, The Confidential Character Of The Data Processed By The Hospital Computer Systems Involves An Increased Degree Of Cyber Security. Description Of The Requested Architecture Of The System: The Integrated Digitalization Solution Must Have A 3-Layer Architecture: Database, Application, User And Have Menus Translated Into Roman For All Equipment And At Least For The Nurse, Pharmacist, Doctor, Epidemiologist. The Nomenclators Used By The Digitization Solution Must Be Translated And Fully Operating In Romanian. Access To The System Will Be Based On The Credentials Of Users And Administrators According To Matrix Authentication (User Rights/Administrator). The Administrator Must Control The Terminals Centrally. For Safety Reasons, The Role Of Administrator Must Be Able To Be Assigned At Least For 2 Persons (Within The Technical Team Of The County Emergency Hospital Saint Andrew Constanta). The Users Work Interface (The Application) Must Be Secured At The Hardware Level. On The Users Workstations There Must Be An Artificial Intelligence Visual Tool That Offers Medical Answers, Including In The Romanian Language
